A New Deal for Americans

Upon assuming office in 1933, President
Franklin D. Roosevelt faced a desperate
economy that was on the verge of total
collapse. Yet, the eternal optimist Roosevelt
reassured Americans that 'the only thing we
have to fear is fear itself.' Roosevelt brought a
renewed sense of hope to America in his
inaugural year, and a good majority of that
positive sentiment stemmed from Roosevelt's
New Deal program, which was an aggressive
legislative campaign that expanded the federal
government, provided assistance for Americans
and attempted to end the Great Depression.
In his first 100 days in office, Roosevelt
navigated 15 pieces of important legislation
through Congress. While some of Roosevelt's
New Deal legislation was successful in
alleviating the suffering endured during the
Depression, it is important to remember that
the program did not end the Depression. Let's
take a look at Roosevelt's first 100 days and
the important New Deal legislation that he
passed during this time.
Attacking the Financial Sector
Roosevelt's first several pieces of New Deal
legislation focused primarily on preventing
American banks from collapsing. He passed the
Emergency Banking Act, which provided federal
loans to save private banks, as well as the
Economy Act, which called for a balanced
budget. These two pieces of legislation suggest
that Roosevelt distrusted the financial
industry's ability to reorganize on its own.
Roosevelt also passed a second Glass-Steagall
Act that established the Federal Deposit
Insurance Corporation (FDIC), which separated
commercial and investment banking, and to
this day, provides government protection on
savers' and investors' money. Simultaneously,
Roosevelt issued the Securities Act, later
followed by the Securities Exchange Act in
1934, which established regulations on the
New York Stock Exchange.
Saving the Economy
In addition to preventing the financial sector
from completely collapsing, Roosevelt had to
ensure economic recovery. How? Good
question. Roosevelt's theory in rebuilding the
economy rested on the notion of limited
production. He wanted farmers, laborers and
businessmen to begin producing less in the
hope that supply and demand would restore
the market. Therefore, much of his legislation
during the first 100 days focused on curbing
production.
The Agricultural Adjustment Act, for example,
was aimed primarily at farmers. To curb
production, the act paid farmers to farm less
land. Roosevelt also focused on the industrial
sector. The National Industrial Recovery Act
was the centerpiece of Roosevelt's New Deal
legislation. Once again, the act attempted to
prevent the overproduction of goods.
Roosevelt, under the National Industrial
Recovery Act, created the National Recovery
Administration (NRA), which encouraged an
increase in labor wages and a decrease in
hours worked during a week. The solution
worked for a brief period time, but a dip in the
economy and the unwillingness of employers to
enact important National Recovery
Administration codes hurt the program.
The Agricultural Adjustment Act and the
National Recovery Administration, born under
the National Industrial Recovery Act, were
expected to be two important programs to help
the United States economy. Instead, both
programs struggled. The Agricultural
Adjustment Act failed to account for
sharecroppers, who were individuals paid to
work on a farmer's land. Since the act
encouraged less farming, sharecroppers
became unemployed.
Furthermore, agriculture became heavily
dependent on the federal government.
Meanwhile, the National Recovery
Administration failed outright. It was disbanded
in 1935 after the Supreme Court ruled that the
implementation of federal industrial codes was
an unconstitutional use of the powers of the
federal government.
Saving the People
While it was important to recover the economy,
Roosevelt understood the New Deal had to
establish programs that provided tangible relief
for Americans. The legislation with the largest
immediate impact was the Federal Emergency
Relief Act, which dispensed millions of federal
dollars to poor Americans. The act also
created the Civil Works Administration, which
employed individuals to work on government-
related projects.
Similarly, the Unemployment Relief Act created
the Civilian Conservation Corps , which
provided jobs to men who were willing to
complete environmental tasks. Roosevelt also
passed the Home Owners Act, which refinanced
mortgages to affordable rates and prevented
Americans from losing their homes.
As we discussed earlier, the National Industrial
Recovery Act was established to help the
economic recovery process, and part of this
strategy was to offer employment to
Americans. The Public Works Administration,
which was created under the National
Industrial Recovery Act, authorized federal
funding for national infrastructure repair and
construction.
Another important piece of legislation was the
Tennessee Valley Authority Act (TVA). This act
allowed the federal government to develop the
Tennessee Valley region into an area of
prosperity. The government was able to do this
by building hydroelectric dams, improving river
transportation and developing industry. Not
only did this program offer employment to
Americans, but it generated low cost utilities
and helped to curb land erosion.
The success of the TVA led to additional
improvements in the Western United States.
Important developments, such as the Hoover
Dam and Grand Coulee Dam, provided low-cost
utilities and economic growth. However, the
TVA program had been much more successful
in bringing prosperity to all Americans, whereas
western development established more of a
hierarchy, with private enterprise at the top
and poor Americans at the bottom.

BTW, If I were them, I would sue the FG for that, after all, the original budget had been tampered with and it was in the news, the evidence was there.
Anybody could have tampered with it, after it wasn't like that when it was given to them, else, they would have detected it and since nobody did,
then cash for goods sold under good condition is not refundable and any restocking comes with a surcharge.

I don't wana believe you accepted the lie that the budget was stolen by some persons. Was it not
signed? and taken to the National Assembly by the president himself? The reason we are
educated, is to have discerning minds and some lies shouldn't be accepted by us. No human is
above error the only problem was that de did a shoddy job and the presidency never proof read it
before signing and sending to the National Assembly. The whole issue of missing budget was an
attempt to retract and make corrections which I am not against. My chief, if you sign a document
without reading it, you are liable and this is the simple truth.

PMB told the world when he visited Saudi that those involved shall get serious punishment.

Now there was not investigation, query, fair hearing and punitive or disciplinary measure.

This action can be attributed to hear say; instead of proper investigation on whose interest the budget office was working for...because this office and staff don't assess the money of fund so padded into the document, it is rather the Buhari's cabinet that will access it...so it might be the saintly ministers that influenced the padding...just as we saw Fashola skewing the capital expenses in his Ministries budget to favour the SW.

Redeployement to other ministries is never a punishment for a civil servant just as "transfer" is routine. They maintain their grade level, their ranks as director and their monthly salaries and allowance.

#so stop deceiving Nigerians APC/PMB

Civil service rules does not allow sack easily. An appropriate punishment would be to send them to a rural area with immediate effect and then monitor them for absenteeism. That way, they will live to regret their actions but who ever sent them would abandon to their fate.

When the budget is finally released who get to spend the money, is it the staff of the budget office or the individual ministries? Furthermore who approves the actual spending in the ministries; is it not the ministers? So the people in the budget office on their own increased the budgets of the ministries that they have no control over so that those in the ministries will enjoy. These guys are just being used as scapegoats so some fools will clap and say Sai Baba. Redeployment is a routine in ministries and all staff know they can be moved at any time especially when a new head takes over. Further more what is a juicy position or ministry? In a sane environment it shouldn't mattress which ministry you are psted too as long as your salary and entitlements remain the same. It is only a the if who gets excited hearing he has been moved to a
"juicy " position.

President Muhammadu Buhari Thursday, made good his threat to deal ruthlessly with top civil servants who altered figures in the 2016 budget thereby making nonsense of his zero budget plan. No fewer than 184 top budget officials were flushed out of budget duties and sent to establishments that have little or nothing to do with budget, as a punishment for their roles in padding this year’s fiscal document, now before the National Assembly.

A top official in the Budget office confirmed that 22 top officers from the Budget Office of the Federation were affected in the mass deployment. The rest were moved away from budget-related duties in other Ministries, Departments and Agencies, MDAs. Vanguard learnt that out of the 22 top officials indicted in the budget office, four were directors on Level 17, six were deputy directors while 12 were Assistant directors.

As the affected officials were moved from their posts in the Budget Office, 14 other directors said to have been ‘tested’ have been redeployed to the same office with immediate effect. The order to remove the tainted officials from their previous posts to other duties, was conveyed to the affected offices by the Office of the Head of Service of the Federation, according to finding by Vanguard. All the affected officers, according to the directive, are to report in their new locations on or before the close of work today.

When contacted, the Media Adviser to the Minister of Budget and National Planning, Mr. Akpadem James, confirmed the development but declined to give further details. It would b recalled that while in Saudi Arabia last month, President Buhari had threatened to punish all those who were involved in the padding of the budget. Apart from removing the director of budget, he also merged the budget office with the planning ministry.
