Yes u can apply
LGA cert is best obtained from your LGA seceteriate but I think you can also use state certificate (but I don't know how to get it). In short just use LGA cert I think it is more better.

The payment is till you graduate as far as you can meet their yearly requirements like e.g don't change felt, don't drop bellow certain cgpa,etc you can read more on their website.
