l thought they said APC didn't participate in the election how come vote was allocated to them. This shows that there is no election but selection. Why the waste of resources when workers are owing 5 months salary.

What you fail to realize is that even if APC said they are not participating, is it all their party members or people who decide to vote for them that will know they are not participating.
