Plot to Islamize govt: Islamic group’s letter to Federal Character Commission leaks

At a time when Nigerians are still counting their losses from crisis caused by the Boko Haram group, whose agenda was to make the country an Islamic state, a plot to also Islamize the central government has been uncovered.

Saturday Sun can authoritatively reveal that a pro-Islamic group, the Supreme Council for Sahari’an in Nigeria, wants Muslims to occupy the key positions at the federal level, including the armed forces. The group said that this has become necessary in order to reverse what it said was done during the General Olusegun Obasanjo government from 1999-2007.

According to a letter to the chairman of the Federal Character Commission, Prof. S. Oba Abdulraheem, a copy of which Saturday Sun got, the Supreme Council for Sahari’an in Nigeria said that the opportunity of having a Muslim as number citizen in the country should be used to entrench Muslims in government.

The letter said: “Mr. Chairman, it is important to note that Muslims are not asking for any favour on this matter. Rather, they are demanding their right, justice and equity. In our considered view, now is a God-given opportunity, which may not avail itself again, once it is not seized upon. We should, therefore, promptly seize upon this opportunity and in doing so, adopt a holistic resolution of the ugly and untenable trend in the marginalization of Muslims.

“If we fail to do so, then we would unwittingly find ourselves in the helpless position of the Hutu complacent majority in Rwanda, who were overrun and massacred in genocide by the minority Tutsi, who had the foresight to plan the systematic control of the military and other strategic security agencies. And as the saying goes, those who fail to learn from the lessons of history are doomed to repeat it. If we fail to right the monumental wrong today, then we should prepare for a perilous future.”

Entitled, “the Imperative of the Constitutional Principle of Federal Character to redress gross marginalization in the Armed Forces, the Police, Security Agencies and other MDAs (Ministries, Departments and Agencies),” the council said that the lopsided recruitments and appointments in the armed forces and police/security agencies in flagrant disregard for constitutional requirement of Federal Character does not augur well for the security and stability of the Nigerian state and transgresses the sense of constitutional propriety, transparency and fairness, all of which are indispensable components of the rule of law.

Besides, the group said that it does not give assurance of fairness and fair play in the conduct of national affairs, thereby creating the fear of the probability of a re-enactment of the Rwandan Hutu/Tutsi massacres among a large section of Muslims.

This, it said, is particularly so, in view of the countless religious crises that have happened in the last 10 years and series of other ethnic crises in various parts of the country.

The petition further stated that it was important to note that the issue of deliberate marginalization is real and one in which the aggrieved party or group is not “Arewa” or any other group defined by ethnic identity or geography, but by its faith.

Presenting a brief analysis of the statistical data on appointments and recruitments into the armed forces in the last few years, especially during the Obasanjo era, which it accused of “this elaborate plot,” the council stated that in 2005, the level of discontent on the issue of disproportionate representation in favour of Christians against Muslims reached near boiling point and culminated in an unprecedented effort at the behest of the council, by the leaders of the Muslim community in Nigeria led by the late Sultan, Alhaji Maccido.

It said: “For the first time, on realizing the level of marginalization of Muslims by the Obasanjo government generally, especially in the armed forces and police/security agencies, the Muslim leaders summoned up the courage to confront the former President Obasanjo, with a catalogue of complaints, supported by incontrovertible statistical data in this regard. Unfortunately, the representation was rebuffed by the former president with only promises, which he clearly never meant to fulfill.”

Tracing the genesis of the problem, the religious body cited the historical educational disadvantage of the predominantly Muslim areas generally and the perception of power by Muslims, since the end of the First Republic, as an end in itself rather than as a means to an end. As a result, the document stated that Muslims assume leadership positions with the primary consideration of the self and with no agenda or planning, and “as the saying goes, he who fails to plan, plans to fail from the very beginning in any endeavour.”

Still pressing its case, the group said: “It is no wonder, therefore, that CAN and the various interest groups, i.e., Middle Belt, Free Masons, etc masquerading behind it, have succeeded in foisting their agenda over the rest of the country to ensure dominance in key areas. This is because they were able to articulate very clearly a comprehensive agenda and tactfully disseminated it to its key members in government.”

Accusing the Federal Character Commission of not living up to its constitutional obligations, the Supreme Council for Shari’ an in Nigeria further said: “If one takes the issue of control of command positions, mass retirements that are continuing since 1999, involving largely Muslims and juxtaposes the unhealthy trend in recruitment in all the services, it creates a frightening scenario. We believe it is a fatal mistake to feel satisfied, as most Muslims do, with the mere fact of the enshrinement of the Federal Character principle in the constitution.

“It is imperative to ensure its application, in toto, as the constitution unequivocally stipulates. For the practical utility of any law lies in its prompt application, especially since the circumstances envisaged in the law have become manifest. The perpetuation of the status quo is an act of gross injustice and injustice can never be justified. It is an evil, which breeds resentment and unless such injustice is promptly redressed fairly, the resultant resentment can produce unpleasant and unpredictable consequences.”
