Vongsama: The change here in this instance is there was nothing like money for budget. Remember Fabian Osuji and Wabara budget debacle when killer party was in charge? Since this democratic dispensation, executives have been purchasing budgets estimates from NASS. It was attempted but it failed in this dispensation. No one purchased anything.
