Lock it to 4G by dialing *#*#4363#*#* and select LTE only or LTE/WCDMA from the drop-down list.

thanks it's resolved, I just created new apn manually following settings their customer care rep gave me and it's working 4g already

There is no 9mobile 4g in your area
