Because his oil bloc in the Niger Delta is giving him money, the oil spill does not affect him because he is in the US or Abuja. It won't affect his family because they are in US. Now if you are a Niger Deltan, you will sit, cross ur leg and die in penury. There should be equal or atleast reasonable distribution of the oil blocs in the region if we will ever stop hearing militancy in that region.
