Saw it in it's write up about recommendations for reforming campaign finance in Nigeria.

This is obviously talking about establishment of private campaign offices aside party secretariats during electionery process. To some extent this is true because this campaign offices tend to weaken the involvement of the party secretariat in electionery process. Personal opinion though
