That's just the simple solution; But the North will not like this, they'll fight tooth and nails to water down this simple solution. states don't have control over resources found within its territory. If a state wants to harness any resource in its region,it must first obtain licence from the federal government. The centre owns the land and resources within the boundary of Nigeria...now you see that's a huge limitation to development No Sir, you're wrong. Here are facts: 1. True Federalism has nothing to do with regions, it's states and states only because regions are dead and simply history, so forget that; 2. In our constitution, all Land is vested in state Governors. This is why C of O is not issued by the President but by the Governors. So governors don't need any kind of license from federal to plant palm oil sir. Check out what Lagos, Rivers and Cross River started doing with rail despite it being an exclusive activity of the FG. Did the FG under GEJ stop them?; 3. It is true that some resources and activities are on the Exclusive list for central control but there are also quite a number on the concurrent list for control by either the Centre or the States. The truth is a lot of state governments have become LAZY because of oil money that comes monthly. This makes it convenient for them to shout true federalism and blame the Centre while not actually planning the harder route of beginning true federalism by raising IGR. Take Lagos for instance, it took survival (when OBJ seized huge LGA funds) for Lagos to start raising IGR and looking critically at the concurrent list for more areas to raise revenue. It was not simply a deliberate act to become independent and practice true federalism. I hope you can see that the chants for true federalism while very valid can sometimes be a chicken and egg story. |

A confederation (also known as a confederacy or league) is a union of sovereign states, united for purposes of common action often in relation to other states. Usually created by treaty, confederations of states tend to be established for dealing with critical issues, such as defence, foreign relations, internal trade or currency, with the general government being required to provide support for all its members. Confederalism represents a main form of inter-governmentalism, this being defined as ‘any form of interaction between states which takes place on the basis of sovereign independence. The nature of the relationship among the member states constituting a confederation varies considerably. Likewise, the relationship between the member states and the general government, and the distribution of powers among them is highly variable. Some looser confederations are similar to international organisations. Other confederations with stricter rules may resemble federal systems. Since the member states of a confederation retain their sovereignty, they have an implicit right of secession. The political philosopher Emmerich Vattel observed: ‘Several sovereign and independent states may unite themselves together by a perpetual confederacy without each in particular ceasing to be a perfect state. … The deliberations in common will offer no violence to the sovereignty of each member’. Under a confederal arrangement, in contrast with a federal one, the central authority is relatively weak.Decisions made by the general government in a unicameral legislature, a council of the member states, require subsequent implementation by the member states to take effect. They are therefore not laws acting directly upon the individual, but instead have more the character of inter-state agreements. Also, decision-making in the general government usually proceeds by consensus (unanimity) and not by majority, which makes for slow and inefficient government. These problematic features, limiting the effectiveness of the union, mean that political pressure tends to build over time for the transition to a federal system of government, as happened in the American, Swiss, German and European cases of regional integration. This is what Nigeria really need..........And not Federalism........... 1 Like |

Ambode is only stating what the North are afraid of because they have been a parasite to the Nigerian economy right from the beginning. Looking at the amalgamation of the Northern and Southern Nigeria from a Wikipedia achieve reveals why the North is afraid of true federalism. The time is coming and its almost here were we as a Nation either have regional economies or seperate and go our respective ways. 1 Like 1 Share

amakenny: When will ur people get tired of spreading LIES? Is it u DT will tell d SW what it wants after everyone agreed on fiscal federalism? The only regions against a better democracy in this country is d SE & the north. The SE is not interested in fiscal federalism. They want to leave d country wt d SS & continue unitary rule in Biafra. The north is also against it cos they don't want some states to be more powerful Dan them. Those are d facts. |
Re: Only True Federalism Can Resolve Nigeria’s Problems – Ambode by Nobody: 10:50am On Jun 13, 2016 |
anigold: Please this is not a PDP/APC issue. You partisans should get DT fact into ur skulls. PDP ruled for 16yrs and did nothing. APC just started its rule. This issue never gets a hearing because d majority in this country don't want it. And yes northerners are still d majority. Everything concerning d constitution & its changes starts and ends in d houses of assembly. Counting d majority of yeas on this topic will be a tribal issue, not a party issue. DT is when ull know all d PDP & APC northerners are in agreement. The only way fiscal federalism will be brought up as an issue, is if more people like ambode & ekweremadu (who have mentioned it recently) keep mentioning it and convincing d others (northern majority) abt its importance. You don't win arguments with fight, u convince people. |

Ur right. If not for obj teaching tinubu a lesson, Lagos would never have looked inward for igr. Same thing would happen if all states suddenly become broke, as is d case now. I believe d FG should stop all bailouts & let d states stew in this jobless predicament for a few more years. It will reduce d amount of thieves running for governorship elections. And we need to put pressure on d legislature to bring up a bill on fiscal federalism. Nigerians don't understand DT d legislature is a separate & equal arm of power to d executive. It is not under d executive. |
