Even if UK do not deport non-eu citizens (which is highly unlikely), the possibility to be able to deport on their own terms signifies a sense control of their borders, not otherwise as in the case of EU citizens.

Norway is not a member of EU but with their passport you can travel to 156 countries just 1 less than the UK, so leaving the EU will not reduce the number of people coming here.
