Committing anarchy and owning up to responsibility is the convention worldwide among terrorists and Militants and so far Militants down South in the Delta and Bokoharam up north have always claimed responsibility for acts of mass murder or infrastructural destruction. If the Delta Militants have not claimed responsibility for the Ogun pipeline then the are not responsible, simple.
