There's only one way out of recession which is continuous spending. That's d economics of the housing project I.e spending on infrastructure

What I would do is to create an housing project fund and use prosperous cities with serious housing like
Lagos
Ibadan
Port Harcourt
Kano
Abeokuta
Enugu
Kaduna


Use the returns from these prosperous cities to expand the size of the fund.
While making profit from these cities, you can then use some of the returns to take care of lesser cities and states.

and you believe wailers from the non prosperous cities will agree. Politics is not black and white
