VAT contributes about 25% of nearly 15-17B dollars of taxes now - that is around 4B dollars - with Nairobi taking at least 1.5B dollars - with max of 2B dollars.

Lagos cannot compete with Nairobi. Nairobi is competing with likes of Joburg.
