Its not a lie but a fact that no government enjoyed so much revenue and achieved little with it, except loot and squandered it away, than the Jonathan administration - where an individual with no visible income other than a very questionable want away perm sec position would claim ownership of over $34 million as mere leftover money from personal medical expenses.
