Sorry for replying late. That device can only be effective when it's above earth surface. Below earth surface, earth voltage is zero.
If the device is buried underground where voltage is zero, it can't conduct harzadous voltage into the ground

Lightning is static electricity generated by the unstable conditions of a cloud. Static electricity can be created at home by rubbing your feet on the rug creating a negative and positive charge travelling at opposite direction same time.
