Seems Huawei locked that feature.. I don't know if rooting can unlock it

I feel your pain. Some ROMs (I think) somehow interfere with the ability of *#*#4636#*#* to work properly. Fortunately for some devices, *#*#3646633#*#* can access the Engineering menu directly. You may want to try your luck with this latter code.

I'm beginning to pick up Etisalat's LTE signal on an existing normal SIM (Lekki axis, Lagos.) It is very fleeting yet, making it difficult for the LTE Discovery app to properly display/record the band in use, but I strongly think it's 3 at this time.

That is the problem with lte band 28... You can hardly see cheap phones that support it. It's one of the most uncommon lte bands, and stupid Glo chose to go with it.

Band 28 is about the best LTE band in the world. The signal is stronger and penetrate building with ease. More devices are out there that supports band 28. We all need to be patient.
