The House of Representatives Committee on the Federal Capital Territory (FCT) has said the collection of tenement rate by the six area councils was illegal and should be suspended immediately pending when the issue was resolved.
The committee, chaired by Rep Herman Hembe (APC, Benue), said during an interaction with the officials of the FCT that based on the memorandum of understanding entered between the area councils and FCTA, it is the FCT Inland Revenue Service (FCTIRS) that was supposed to collect taxes relating to tenement rates.

Hembe said based on the provisions of the law, the area councils could delegate the FCTIRS to collect taxes on their behalf, which was what they did in the MoU, adding that for them to collect the taxes after the agreement amounted to double taxation.
“Anybody collecting any form of tax in the FCT is doing so illegally. The body that is supposed to do that is the FCTIRS,” he said.
The committee consequently asked both the FCTA and the areas councils to put a stop to the collection of tenement rates in the territory.
However, a member of the committee, Rep. Zaphania Jisalo (PDP, FCT) raised a point of order informing the committee that based on the provisions of the constitution, they could not entertain the matter.
Besides, he said, the six area councils had approached the court and obtained an order on the matter, but Hembe stood his ground that the committee could deal with the matter, a development that forced the committee to go into a closed-door session.
After the closed-door session, Hembe announced that the matter would be adjourned to another date for the issue to be resolved and directed the FCTA and the area councils to stop the collection.

The shouting down for fellow lawmaker isn't the best.. Imagine them shouting themselves down in public before the closed door session

This might not be unconnected with the party differences nobody wants to bury their ego and let them talk peacefully

Still waiting for when the National Assembly will be restructured and repackaged to curb the over eating by a few people who is not up to one percent of the entire country's population

Who pays tenement rate?

Landlord/Tenant?

Nigeria Law maker trying to make Laws that they think will favour them... Forgetting that whatever a man sow he shall reap... and whatever a man gives shall be return to him in full measure, press-down and run-over.

NB: That rate is needed to get more money for infrastructural development.

This is awesome news! For years now they have been disturbing us tenants for tenement rates and its not like we see anything for what we pay.

We repair our own roads and do everything for ourselves, we even pay a separate estate management fee so why are they collecting our tenement rate again?

Two weeks back they came and were locking people's houses in my estate, we had to get the chairman of our residential association to liaise with them and get them off for a while.

For once the Reps have tried, I hope they scrap it like how the daily parking ticket in town was scrapped. Bloody thieves!

Trust nigerian landlords.

They make sure they incorporate such rates into the house rent.

Moreover, who owns most of the houses in FCT sef? Is it not the same politicians?

All the land in Nigeria belong to the Government according to land use act.

Tenement rate is charge by the government because they only borrow you that land. Government never sold the land to you... that why you have to get a C/O which only valid for 99 years in Nigeria.

In Abuja, there is already what is called Grand Rent, which is paid yearly, so there should be no need for tenement rate anymore.

They've been coming to wuse zone 2 to disturb us every week. I've personally vowed not to pay. In Abuja, landlords pay Grand Rent yearly, so there should be no need paying another property tax again.
