The bill for an Act to provide for the inauguration of the President and the Vice-President of the Federal Republic of Nigeria, also known as Presidential Inauguration Bill 2016, was read a second time by the Senate in plenary yesterday.

The bill, sponsored by the Deputy Senate President, Senator Ike Ekweremadu, seeks to align presidential inauguration in Nigeria with what is obtainable in the advanced democracies of the world.

The legislation therefore aims to reposition the country in this regard, to be in tune with international best practices, as obtained in the United States of America (USA) and many other democracies.

While leading debate on the general principles of the bill, Ekweremadu said the bill sought to move the inauguration of the President and the Vice-President from the Eagles Square to the National Assembly. The Deputy Senate President, however, pointed out that this new arrangement, if eventually put in place, would not preclude the Chief Justice of Nigeria from swearing in the President and Vice-President.

He said: “Mr. President, distinguished colleagues, you would recall that Nigeria transformed from operating a parliamentary – Westminster system – to the extant presidential system, modeled after the United States presidential system of government in 1979 and continued to the 4th Republic from 1999 to date.

“You will also recall that from the commencement of the 4th Republic to 2015 the inauguration or swearing-in of newly elected President and the Vice-President of the Federal Republic of Nigeria had been taking place at the Eagle Square.

“This practice of inauguration of the President and the Vice-President at the Eagle Square is at variance with what transpires in the United States and other democracies where their Presidents and Vice-Presidents are inaugurated within the precincts of their parliaments.

“Thus, as you can see, this is a misnomer. The popular or international best practice is for the leadership of the executive to be inaugurated within the premises of the legislature, who are perceived as the true representatives of the people. Suffice it to say that this practice does not preclude or extricate the Chief Justice of Nigeria from administering the Oath of Office on the two,” he said.

The Deputy Senate President noted that the bill further provided for the inauguration ceremony of the President-elect and the Vice-Presidentelect to take place at the Arcade of the National Assembly, where the people are represented.

He said the bill also provided for the setting up of a Presidential Inauguration Committee, which shall consist of a serving member of the National Assembly as chairman, six members drawn from the legislature, two from the executive, two from the judiciary, and two from the civil society.

Do constituency projects by "lawmakers"gulping 20% of the national budget also exist in "advanced democracies"?

When it suits the pockets of these criminals, they tarry not for a second to make reference to "advanced countries", but when it doesnt, Nigeria seems to become the only country on the planet.

I hate everything the legislature stands for.

Our politicians are a curse to us. None of them even think to bring out a reasonable idea more or less to pursue the idea.

Ekweremmasu has been in that upper chamber for ages and never realized that we'v been operating a system of inauguration different from that of where we borrowed democracy.

Is that the only thing his brain can point out that we are doing differently from USA ? What about State policing ? Resource control ? Resignation of incompetent office holders and many more bills that can better the lives of the people Ekweremmadu and co are representing that they steal the money awat by any means available.

He didn't notice that cost of running upper and lower chambers of the Lagoslators in Nigeria are way too costly compared to America's.


They 'b read and debated several bills in this recession but none is giving one hope of surviving this recession. What sort of demon selects Nigerian leaders ? Why can't our leaders be visioneers and goal getters ? Are we all clueless in Nigeria ?


The other was Peace corp, the other chrisyian court, now place of presidential inauguration and other like bills, coming when what should be in their mind is bringing present lasting solution to our situation now. Competition of ideas, but no, i doubt they even know we are suffering.


Seems blacks still prefer the stone age hand to mouth system of living and maybe Nigeria respecially is too big for a black to manage.




From president down to the least leader presently are all incompetent. They'v failed where it mattered. They'v failed where others make names.


When will our leaders pursue interest of the masses in this Nation ?

Thank You brother. Ekweremmadu didn't notice that they operate with a secret budget every year the people they are representing can't analyse and ask questions. He didn't notice that Nigeria automatically runs into deficit all year just through salaries and allowances our arms of government gulp, unlike the country he is comparing us to.

Exactly. In "advanced democracies", the details of the legislature's fiscal document is laid bare for the people to see, down to the expenditure for office pins!! What details do we know about that of the Nigerian legislature, or is the DSP oblivious of the fact we are in the dark about it?

During the budget padding scandal, Saraki promised to release details of the NASS budget to the public since they were beaming thwir searchlights on every nook and crany of the budget of the executive, picking holes and raising queries here and there; it was only fair that we scrutinised theirs as well. But to this day of our Lord, Not a Single Page of the Document Has Been Made Available!!

The NASS is a house replete of the smartest crooks in this country.

Saraki is working assiduously to be at the centre of all political events.
He is trying to reduce the powers of the President, in case Buhari continues after 2019.
That's good, except that when a more friendly person occupies Aso rock, come 2019, it will become another issue to debate.

Imagin hw our senators re shamelessly mentioning the USA as a standard we must follow. Our leaders jus lack shame in this country.
So because that's hw the US does it so we must also follow. Everybdy jus an imitating bigot.
This same useless 'National assembly of thieves' refuses to imitate the US in the area of remuneration forgetting that their US counterpart don't earn as much as them. It pains me to my bone wen I realise that USA senators, even though the US is 1000x richer than Nig, earn far less than our senators.
But PMB seems to be comfortable with the outrageous salaries of these thieves who have no brains of their own. I expect PMB to be hammering on this very issue bt he is not.
Even the citizens are painfully docile too.

Imagine what the crooks are saying! Common budget, they could not lay bare, advance democracies don't come into play, now another commitment to loot during inauguration is now of paramount importance.

We have given these things so much breathing space, we are too docile as a people, else, these cheats won't be where they are today.

There are lots of things going on in this country that are "at variance" with what obtains in the USA, not just this. If the president is inaugurated at the National Assembly, will that make him a better leader? When proposing change, it's not enough to say "that's how they do it in the USA" tell us how it will benefit us.

Ekweremadu can make someone laugh, are they aware that the US vice President is also the Senate president in the United states? are they ready to change that too? the Tbs in Lagos was the arcade for the National Assembly when the capital was in Lagos, which was also a walking distance to the state house.

I see no big deal of the president is sworn in Eagles square, its still in the FCT.

They should please come out with better bills than the non sense they ve being churning out lately.
