If things don't improve by 2019, the honest answer is no.
My terms:
1) the corruption fight shouldnt be selective, the SGF and Kyari should step down temporarily till a probe outcome.

2) An official statement should be released by the president on the herdsmen attack and a law should be passed prohibited roaming of cattles on major streets. Owners should build or use ranches.

3) The social welfare package of N5000 should be stopped, it just provides an avenue for corruption. Funds should be used to increase salaries for federal workers. The consolidated salary structure can be reviewed.

4) National identity management should stop the issuance of ID cards. They should work with National population commison and other identity management agencies to first harmonoze our housing numbering systems, working with states.
Only when all houses are numbered can proper identification be done.
How can you issue id cards to people with no tracking home address.

And so on.
