Plateau State is one of the best
places to raise cattle, the Fulani
will never agree to leave that place.

Fulanis have been killing farmers since they began cattle herding. It didn't start with PMB and it isn't limited to Nigeria. In Mali, they and the dogon tribe are currently annihilating each other. A prof of Soyinka's standing ought to have suggested a better solution if he thinks Ruga is not the right thing to do. Call it Ruga, cattle ranching or whatever, it still involves settling the herders in one location to avoid clashing with farmers.
