Two years on Hameed Alli has not been able to change anything in the Nigeria Customs Service. All he has achieved is to dismiss officers claiming to be pursuing a change mantra that is leading nowhere. He has been operating and dismissing officers without a board which is covered by a statutory law. There must be a board for Nigeria Customs headed by the minister of Finance as Chairman. Hameed Alli has refused to respect constituted authority but rather jumps over the minister of Finance and disrespectfully deals with President Buhari directly. He transferred over 200 deputy Comptrollers last month illegally without reference to a board and up till now has not paid them any allowances. How will such officers not be corrupt. You transfer an officer from Sokoto to Lagos without any provision for transport or accommodation? Ridiculous. This intended transfer of all the customs officers in the country is a recipe for chaos,pain injustice and corruption. Hameed Alli from day one of his appointment has shown total disrespect and scorn for an establishment that employed and rehabilitated him. He has refused to put on the uniform of the service despite the fact he is the Comptroller General of Customs and not a sole administrator. This is highly illegal because all officers are expected to dorn the uniform according to the Customs and Excise management act. Alli has not been able to release the result of last year's officers interview/exams because there is no board. He is waiting fo President Buhari to come back from London so that they can approve the promotions illegally without a board. 2 Likes 1 Share |

There is also a law that states that the Comptroller General of Customs MUST be appointed from among serving customs officers and that the appointee must be a graduate of a recognised university. Alli does not tick any of these boxes so his appointment by Mr Buhari is highly illegal. Alli refused to come to Lagos airport during the controversial hand over of the Rivers State armoured helicopters because he knew the Rivers state government would cry out later but quickly appeared during the discovery of the container of arms while relegating the officers that arrested the container to the background while hugging the limelight and grabbing all the glory for the seizure while in his mufti babariga. 2 Likes 1 Share |

murtalaa: I guess as has often been the case......you've never heard of the name Major General Anthony Galaxy Hananiya.......He was an erstwhile Corps Marshall General/CEO of the FRSC........He adorned the uniform of the Corps until he concluded his tour of duty there........ He was far more senior in rank than Lt-Col Ali. The same thing with Major General Musa Bamaiyi when he was the Chairman of the NDLEA........ obamabinladen: General Haladu Hannaniya (retired) the then Corp Marshal and Chief Executive of FRSC wore the FRSC uniform all through his almost 10 years as corp marshal and ordinary Colonel will not wear the rank of Comptroller General of Customs who is equivalent to a Lt. General in the Army. Osita Chidoka was a civilian appointed as corp marshal of FRSC and he wore the uniform all through. Some people's foolishness is just legendary. |

By Samson Atekojo Usman on February 2, 2017 Hameed-Ali For refusing to wear official custom uniforms, the Senate Committee on Customs on Thursday noted that the Comptroller-General of Customs, Col. Hameed Ali (Rtd) ought to have been made a sole administrator rather than being a CG. The upper chamber explained that Customs Act was succinct on official uniforms of the management and staff of Customs and Excise duties under a paramilitary status, noting that since the CG was not ready to wear uniform since 2015 when he was appointed, he should be a sole administrator. “The Comptroller-Generals of Customs the incumbent CG, supposed to have been designated as Sole Administrator and not the Comptroller-General of Customs since he is not ready to wear uniform depicting the office and rank of that position”, the Committee asserted. The statement which was made at the interactive session with Senate Committee on Custom and Excise Duties, Ministry of Finance and Central Bank of Nigeria also noted that operations of those agencies would be Amended. A member of the Committee, Senator Obinna Ogba (PDP Ebonyi Central), believed that CG’s outfit would demoralise the officers and men of the agency. “Mr. CG, this committee will like to know the reason why you are still in mufti close to two years after your appointment as the Comptroller General of Nigeria custom service”, he fired. Responding, Col. Ali said being a former military officer tradition and statute did not permit him to wear any other uniform again. His response infuriated another member of the Committee, Senator Dino Melaye (APC Kogi West) who reminded him, the Custom CG that a retired General of the Nigerian Army in person of Halidu Hananiya wore Federal Road Safety’s Uniform when appointed as Corp Marshall of the agency. Ali responded that Hananiya made a mistake, a situation that made Senator Ogba who angrily walked out of the session saying ” this is how you people keep deceiving Nigerians on wrong action and still defending it”. Ali was also tackled by the committee over the non-composition of custom board since 2015 when it was dissolved. Querrying operations of the Custom without its Management board in place, Committee Chairman, Senator Hope Uzodinma (PDP Imo West) said it was illegal for the custom CG alone to be promoting and firing officers without the board in place and ordered immediate constitution of the board. “You claimed that the Minister of Finance is the one delaying the composition of the board, this committee will write a letter straight away to the Minister, Secretary to the Government of the Federation and Attorney General of Federation to put the board in place without any further delay.” he said. “We are releasing you to go and sew your uniform while we continue with officials of Ministry of Finance and Central Bank”, Uzodinma added. Senators tackle Customs CG over failure to wear uniform Senators tackle Customs CG over failure to wear uniform The Comptroller-General of Nigeria Customs Service (NCS), Colonel Hameed Ali (rtd) Thursday came under intense Senate pressure over his refusal to wear custom uniform since his appointment in 2015. This is coming as a former Comptroller- Generals of Custom said that Col. Ali should have been addressed as sole administrator of NCS and not Customs CG. The former Customs boss, Mohammed Bello who served under former President Ibrahim Babangida administration noted that since Ali was not ready to wear a uniform depicting the office and rank of Customs CG, he should have been designated sole administrator. The Altercation with Ali occurred at an interactive session the Senate Committee on Customs and Excise had with the management Customs, Ministry of Finance and Central Bank of Nigeria over an impending amendment bill aimed at restructuring the NCS. A member of the Committee, Senator Obinna Ogba, demanded to know why Col Ali as Customs’ CG still appear and wear mufti close to two years after his appointment. The Ebonyi Central Senator noted that the continuous appearance of Col Ali in mufti several months after his appointment appears to be “highly demoralising to officers and men of the front-line revenue generating agency.” Ali fired back that as a former military officer, tradition does not permit him to wear any other uniform. Ali’s response infuriated another of the Committee, Senator Dino Melaye. The visibly enraged Melaye promptly reminded the Custom CG that a retired General of the Nigerian Army, Halidu Hananiya wore Federal Road Safety Commission’s uniform when he was appointed Corps Marshall of the Commission. Ali countered and told the committee that Gen. Hananiya made a fundamental mistake by wearing FRSC uniform. The insistence of Ali that he would not wear Customs uniform angered Senator Ogba who angrily walked out the session. While walking out of the hearing room, Ogba retorted “this is how you people keep on deceiving Nigerians on wrong action and still defending it.” The Customs boss would have none of that as he refused to give in to the pressure of the committee members. The committee also confronted Ali over the non-composition of Customs board since 2015 when it was dissolved. Chairman of the committee, Senator Hope Uzodinma, insisted that “it was wrong and in fact illegal for the Customs CG alone to promote and fire officers without the board in place. Uzodinma mandated the CG to ensure the immediate constitution of the board in line with Customs Act. Uzodinma said, “You claim that the Minister of Finance is the one delaying the composition of the board; this committee is writing letters straight away to the Minister, Secretary to the Government and Attorney General of Federation to put the board in place without any further delay.” Although the session ended almost on a sour note, Uzodinma jokingly told the Custom CG that “We are releasing you to go and sow your uniform while we continue with official of Ministry of Finance and Central Bank.” Bello at another session supported the committee for querying the Col. Ali over his continuous refusal to wear Custom uniform. The former Customs boss noted that Col Ali should have been designated as Sole administrator and not CG of Customs since he was not prepared wear Customs uniform. Other former Customs CGs including Buba Jacob now Gwon Gwon of Jos, Bernard-Shaw Nwadialo , A. Mustapha, defended the Customs Service on implementation of destination inspection policy as against pre-shipment inspection policy which the committee said remained the existing Act.[color=#000000][/color] |
