Well i do know that the Emir of Katsina as the Chancellor of OAU gave out scholarships to all Katsina state indigenes (no matter the course) during my time in Ife. Also had allowances too.

Not sure whether it still pertains.

Bro when the University shortlists a notice for tender of contracts...that of the president and chancellor are usually reserved.
