I have a project to do. Im contemplating btw using HTML/CSS and making it a pure flash site.

Which is better?

it iz beta to do the site in html and mix some flash contents with it.

Consider your target audience brotha. If you're cool with a housewife typing your url and then goes to the kitchen to do some chores while your site loads and then comes back and sees 80% and then goes back to do other chores until your sites is ready to be viewed. Your choice.smiley

Other factors to consider:

1) Flash isn't exactly SEO-friendly

2) If don poorly, it won't be lean, leading to Dual's comments

3) Is it going to be the type on the union bank site where it becomes a frustrating distraction? If yes, abandon the idea.

4) Consider your target audience, ala Dual's comments once again. If it's for kids for example, good choice. If it's for people who have to pay N100 per hour at some cyber cafe where connectivity might be questionable, maybe you should think again.

Remember, many of the javascript frameworks can, and are doing, what at some point was only doable in flash and they are leaner, unobtrusive and I dare say more interactive, to boot.

i checked out the union bank site; the site is horrible for a bank.
What i hate most is the mad horse moving around the banner like mad.

I think the best to do is do normal html and add effects here and there.

time it takes to load depends on flash content, embeded videos and images.
you target audience like you said and final size of you swf flash is really the determinant
