You have no idea that it only takes one bullet to kill someone and if you've been to a bank lately, u don't see them holding their guns ready for action all the time, usually they are very relaxed and if u noticed the robbers never planned to rob the bank they were only trailing the people with the cash, but the Police officer will not have all of that info, in his head he probably thought the two cars that just entered wanted to rob the bank or smth and with the window there and his fire power he was in danger .
