Armed with a court order, the Economic and Financial Crimes Commission (EFCC) has blocked over N116million belonging to the House of Representatives Minority Leader Leo Ogor. The cash is the outstanding sum in the accounts of five of the six companies owned by Ogor with which he secured contracts from some agencies as constituency projects. Apart from the freeze order, the EFCC is looking into a “curious” payment of over N318million to two of the companies by the Niger Delta Development Commission (NDDC).
The anti-graft agency is probing Ogor based on a petition against the House leadership by the suspended Appropriation Committee Chairman Abdulmumin Jibrin on the alleged padding of 2016 Budget and insertion of bogus constituency projects.

As part of the first stage of the investigation, EFCC detectives discovered that Ogor has 30 accounts, including six belonging to his companies, two dormant savings accounts and the rest personal.

The huge inflows into six of the 30 accounts attracted the EFCC.

The said accounts belong to six companies traceable to Ogor because he is the sole signatory to the accounts.

Most of the constituency projects facilitated by Ogor were awarded to the six companies.

The companies are Laurelton Global Services Limited; Zanny Concern Limited; Racen Integrated Global Nigeria Limited; Simplified Concept Limited; Fergio Ventures Nigeria Limited; and Peanard Nigeria Limited.

Of the six companies, two, Simplified Concept Limited and Laurelton, have Ogor as a serving director.

According to a document The Nation stumbled on, the anti-graft agency is investigating Ogor for the following allegations:

abuse of office; awarding constituency projects to his companies; contract splitting; being sole signatory to six accounts, which were not declared in his Asset Declaration Form; curious payment of over N318million into two of the accounts by the Niger Delta Development Commission (NDDC) for undisclosed projects; and Other allegations in Jibrin’s petition.

Based on the allegations, the EFCC approached a Federal High Court presided over by Justice Binta Nyako for the blockage of the accounts of the six companies.

The Certified True Copy of the order was obtained by the EFCC on May 25, 2017.
The judge said: “After hearing I. Audu, counsel for the applicant, it is hereby ordered as follows:

“Leave is granted to the Chairman of the Commission or any officer authorised by him to instruct a Bank Examiner to issue an order, as specified in Form B of the schedule to the EFCC Act 2004 to managers of bank or any person having control of the banks where the accounts are, to freeze the accounts shown in the schedule attached to this application for 90 days.

“That an order is hereby made granting power to the chairman of the commission or any officer authorised by him to direct the banks shown in the schedule hereby attached to supply any information and to produce the opening documents to the accounts and the statements of accounts and to stop all outward payments, operations or transactions.”

About N116m was frozen in the accounts of five out of the six companies.

The breakdown is as follows: Laurelton Global Services Limited(N101, 149, 293.96); Racen Integrated Global Nigeria Limited(N5, 088, 293.50); Peanard (N2, 370,901.44); Zanny Concern Limited (N8,374,173.28) and Simplified Concept Limited (N7,000).

The EFCC opted to freeze the accounts following alleged suspicious payments, a source said.

The commission allegedly discovered that in 2014, the NDDC remitted N148, 342,641.65 into the account of Laurelton without any explanation in the bank’s records.

The same NDDC also paid N170, 555, 325.44 into the account of Racen Integrated Global Nigeria Limited for an “undisclosed” purpose.

A source close to the investigation said: “We have obtained the Certified True Copies of the assets declared by Ogor and none of the accounts of the six companies is included. In his asset declaration form which he filed on May 27, 2015, he declared that he has the following amounts: N16.4million; N1.8million; and N3.8million.

Everyone is aware of the endemic and systematic corruption in the NASS. Both chambers are guilty. Their leaders cannot be innocent either.

Have you been in the country in the last 2 years to witness trials by of the Senate President, Bukola Saraki, Speaker of the House of Reps, Dogara, Deputy Senate President, Ike Ekweremadu and the list goes on?
Let us forget about tribal sentiments for once and look at the issues as they are. The question should be, is the individual doing the right thing or not irrespective of his/her ethnic background.

Is what Leo Ogor being accused of justifiable?

The FG cannot spend the recovered loots without the approval of the NASS. Monies are kept in an account & they are incorporated into the budget for expenditure.
The FG cannot spend a shilling of this loot legally without NASS approval.

The loots are still under litigation in various courts, so FG can't spend it.

Of course, they have to start from somewhere but they should not remain there. But can't you see that this is not about fighting corruption but ensuring that the opposition are shut up or put into a disadvantage? By the time all the 'stolen' money in the hands of opposition is seized, the ruling party will just have field day in subsequent elections to buy our votes and 'win' with same 'stolen' money. Little wonder all their achievement so far is fighting only the 'corrupt' in the opposition.

Conflict of Interest taken too far. But it appears that our lawmakers have different sets of laws guiding them.
You can now see how CONSTITUENCY PROJECTS are proposed and awarded by the lawmakers.
They propose the projects and still go ahead to execute them using NDDC as cover.

That is not the issue sir. The corruption fight should be total and wholistic to achieve the purpose of ridding the nation of the cankerwom of corruption and embezzlement of public funds. It should not be politically motivated. That is sincerity and transparency sir. That is integrity.

Sir, the politicians you mentioned are or were being tried for disagreeing with the ruling party leadership. If not, their cases would not have been brought out. My point is the motive behind the so called fight is not to rid the country of corruption but to withhold the financial arsenal of the opposition and those not in the same page with the ruling party so as to give the ruling party a leverage during elections to 'buy' hungry people over. I meant they did do in Edo State. The ruling party knows they are not performing. So their best bet is to silence the potential alternative government.

UnchangeableGod. Kudos for taking time to enlighten some fellows. I was a strong supporter of PMB and APC in the last general elections. My hope was hinged on the fact that, PMB will, at least, reduce the corruption in our country Nigeria. And i have carefully been following events in this regard for the past 2 yrs. And now, i have stated my opinion based on my careful and unbias observations. Those who are quoting me and asking questions should, pls, pause and reflect on this issue objectively, with an open and unbias mind. Something is wrong somewhere. And pls, those who are insinuating that, my comments above are based on tribal sentiments should understand that, am from MB not SE. They should check my handle and history. I can give them my other handle as well. This one is a bit new.

My problem with EFCC is that they rush to freeze and arrest but when it goes legal they always fail to present evidence to nail the suspects.
