The relative success of the law enforcement agents in arrest of rustlers over the herdsmen is simply due to the latter having more bush craft over the other: the herdsmen go into battle without their cattle and use stealth along with their intimate knowledge to the terrain to get away; while rustlers are saddled with they burden of the cattle they stole which slows them down leaving behind traceable footprints leading to them as well as being vulnerable to exposure and arrest while trying to sell off the cattle in markets because the Fulani cleverly mark their cattle making them easily identifiable.

I think the case of the recent violence in Taraba is more of a reprisal, but we have several other cases like killing in Kubwa and the woman in Kano that died a natural death in as much as Kwankwaso the saviour of the Northern criminals was around to use it as an opportunity to impress it on the North that he is their Messiah.
