what you are experiencing is weird but not unusual. It's not as if your watch is stuck at that time, it just happens that whenever you unconsciously check the time on your phone or other digital watch, you notice 11 or rather it's coincidentally at that period also.
it may be that you may experience tough period for 11 years and better times for same year. Same as the story of Joseph.
it may be vise versa, but whatever good period you have, make the best use of it and save for the future just in case.
