@femi4 the it attracts a card when it's a racist, inciting or hateful inscription revealed or total pulling of the jersey. Anyways in football there are things left for refs interpretation/discreetion. I'm yet to see how what he did break any of the rules stated.
If it's a crime then kneeling down, raising hands to the sky or bowing/kissing to the ground also warrants a card.

It's one thing to bow or make a sign of the cross as many Footballers do whether Muslim or Christian which are not forbidden by FIFA and quite another to display religious or other BANNED inscriptions on your person..RULES ARE RULES and we should stop being sentimental about it..

The referee made a mistake, it's not an offence if the jersey isn't completely taken off. Players display what is written on their inner wears all the time without getting booked.
