There was a system before ironsi brought his unitary system. We've always restructured and we haven't reaped its benefits. SAP is one we are yet to recover from.

The states houses of assembly are under the control of the governors. The LGs have been rendered useless by the governors; they don't even allow free and fair elections at that level; they use SIEC at will.
