One thing I have noticed is that we Nigerians are not innovative as much as we love to brag about our intelligence...

Whatever you want to manufacture would be imported cheaply from China and you wouldn't be able to compete, at least not on price. The manufacturers who succeed in Nigeria expend a lot of money and have economies of scale. With your very small capital, you won't be able to build a successful manufacturing company, more so when you don't even know what to manufacture yet.

If you want to start a business, start by identifying needs in the marketplace then find a product to meet the need. Don't start by asking what you can manufacture.

I highly recommend you just put your 4-10 million Naira in treasury bills and chill until you identify a marketplace need.
