That's not true. When Paul said in Rom7:19 "For the good that I would I do not: but the evil which I would not, that I do". That He sins does not make him an unbeliever. He is struggling and in bondage of sin, the same way a lot of us who struggle with lust(secretly), anger, malice, lies, back biting etc.
He just need a deeper experience of Jesus and all will be over. But a lot of us are religious and religion will never deliver a man from the bondage of sin.

1. Make a night prayer between 12-3am
2. Avoid staying alone cos the mind will come n ull rush into it
3. Read psalm 51 anytime you have that urge
4. Pray against spirit wives, they are the demons controlling it.

Firstly, let him acknowledge that it is a sin; and that masturbation is hindering some blessings of GOD in his life no matter how blessed he is at the moment.
Masturbation is demonic, it is not a physical battle one can win with physical therapy like getting a job/being busy. Honestly, once he conquers/casts out that demon, both pornography and masturbation will die in him

In life, there are two things that follows a successful path namely; Decision and Discipline. As it stands, he is still halting between two opinions- wether or not to stop the habit. Habits are formed, but the good thing is that they can be broken. With strong decision to stop the habit accompanied by discipline whenever the urge comes, I'm sure he will overcome. Also not neglecting the potency of prayers, God will surely answer him if he prays about it Rom 10:13. He's grace is always sufficient. 2 Cor 12:8-10

Since he's started seeing girls, he needs deliverance prayers. He's not the one masturbating again but the one inside him. Not only is he seeing girls, he must be hearing voices i'm sure of. He only needs to know that his mouth is the starting point of his deliverance. The first weapon he needs to set in place is his mouth. If he can speak, the voices he's hearing and the girls he's seeing can hear.

He should go before God, confess this masturbation before God and earnestly ask for the Blood of Jesus. The only place demons and satan can't find expression is where the Blood is. To apply the Blood of Jesus doesn't cost a dime, just his mouth. The moment he starts using the Blood of Jesus and he's serious about it, the voices will stop and the girls will disappear cos the Blood sets free graciously.

Also, he should weaponize his mouth by speaking out directly to the forces controlling him. Display your superiority over them and watch them run from you.

Masturbation is like its own spirit,i think the easiest way to stop it is basically by stop in g it the way you started it,i don't know how to explain better here now but the mind plays a big role and sometimes try to engage in to intimate sex I mean real sex..... trust me... from experience... Masturbation is normal for teens, over 95% teens masturbate, and no where medicals said it affect ones health only addiction.

Talking as if it's not normal when he was a teen is ridiculous, one can't come out of nature, he/she will only be decieving himself/herself, sex and work are the second alternative or he cut his díck off.
