The Minister of Mines and Steel Development, Dr Kayode Fayemi, has reacted to the vote of no confidence passed on him by members of the House of Representatives.

The lawmakers had taken the decision earlier on Thursday, after Dr Fayemi and the Minister of State for Mines and Steel Development, Abubakar Bwari, were absent at a debate on steel development in Nigeria.



In a statement by Fayemi’s aide Olayinka Oyebode, the ministry condemned the action of the lawmakers as “unwarranted and unfortunate.”

It, however, explained the rationale behind the failure of both ministers to attend the meeting, saying it had been duly communicated to the leadership of the House in two separate letters.

“It is rather unfair for the House members to categorise the ministers’ absence as ‘boycott’, when they were adequately notified. Tolerance and moderation are essential ingredients in public service engagement.

“In this particular case, they appear to be in short supply and the ministry believes that there is more than meets the eye on this matter. After all, the Ministers are always willing to engage the Honourable House and its leadership at all times,” the statement read.

The ministry noted further that Fayemi was the first minister to address the sectoral debate in 2016 and the Ajaokuta Steel Complex was extensively addressed on that occasion.

It added the House Committees on Privatisation and Public Petitions subsequently held special sessions on Ajaokuta in which Bwari addressed the members on those two occasions.

"Reasons adduced"? The House were itched that none of the two Ministers could deems it fit to personally sign the letter and their reply only sent the same day they were required to attend. Whereas The Hon Speaker personally signed the invitation and it was delivered to them 2weeks ago.

These men are adding to Buhari's woes and to think that it was these crop of men that took Buhari 6months to appoint is the most disappointing.

One thing about this useless government is that they never take responsibility anytime you criticize them they will condemn you instead of accepting their failure and working to correct their mistakes.

"The Honourable minister's response to the controversial vote of no confidence passed on him today by the lower legislative chamber of the Nigerian National Assembly is well-scripted and well put succinctly.

Apparently, Mr. Yinka Oyebode did a nice job because responding to such a nauseating and unprovoked action of the House of Representatives against Dr Kayode Fayemi and the Honourable Minister of State requires great tact and diplomacy which are all embedded in Mr. Oyebode's press release.

Nonetheless, I am highly disappointed in Mr Femi Gbajabiamila who moved the motion requesting that a vote of no confidence should be slammed on the duo. His action is unbecoming of a constitutional lawyer he prides himself"

The two ministers actually replied to the invitation earlier than the letter that is displayed here. Their earlier letter was the one read by the Speaker on the floor.

The speaker read 3 correspondences viz: his initial invitation letter; the Ministers reply to the invitation in which they explained why they would be absent; and then his own reply to the Ministers letter which he did on 27th February.

It was in the Speaker’s reply of the 27th February that he made the allegations of compromise against the Ministers and that is what they attempted to clear in their letter of 1st March which was delivered after the House session had begun and wasn’t read by the speaker.

Gbajabiamila did not initially moved the no confidence motion. He reprimanded the Ministers for delegating the duty of replying the invitation that was personally signed by the Speaker (the nation’s number 4 man) to the permanent secretary. That was an affront on protocols and the House. He is right.

He then moved a motion that instead of just sectorial hearing, a panel should be constituted to investigate Ajaokuta Affairs since the House is aware of various allegations against the Ministers of underhand dealings on ajaokuta. The motion was seconded by the chairman of Rules and business.

However, the mood of the members was for more combative action and instead of raising an amendment to Gbajabiamila’s motion, they asked the Speaker to call the question with the hope of voting it down. That would be a big parliamentary slap on Gbajabiamila face being the Leader of the House.

The Speaker sensed the imminent disgrace of the House Leader and called him over to his table and after consultations, the Speaker gave him a soft landing by providing further information that the Sole Administrator of Ajaokuta and all the staff of the ministry too boycotted the hearing which he adduced to instructions from the Ministers.

Gbajabiamila returned to his seat and in breach of parliamentary procedures, was recognized again by the Speaker to make additional motion to his already seconded motion which was yet to be voted on. Gbajabiamila jocularly attributed the breach to the day being “a special day”. It was this additional motion that called for the vote of no confidence and being in accord with the mood of house, was unanimously adopted.

All in all, what is really the effect of vote of no confidence on a Minister in a presidential system of government? NO effect whatsoever. Even in parliamentary system, legislators only pass vote of no confidence on the entire government (for the government to fall), if it just a Minister, it should be motion of censure. Gbajabiamila apparently just placated the ignorant fools in the house.
