Job Title: Health and Finance Advocacy Adviser
Locations: Lagos and Jigawa
Job Type: Full Time
Role Purpose
The Health and Finance Advocacy Adviser will lead on health policy analysis and support the design and implementation of the programme within the right based programming approach.
S/he will be responsible for leading on the development and delivery health advocacy and financing strategy within the context of Universal Health Care.
S/he will support the Chief of Party and Deputy Chief of party to promote pro-poor governance agenda in the delivery of primary health care with focus on improving quality and access to Health Services and strengthening the health system.
Key Areas of Accountability
Programme Quality:
Develop and lead policy and research on health financing, health systems and Universal Health Coverage, especially for influencing national processes and discussions;
Support actively in the process of developing the programme short- and long-term governance and advocacy agendas. Particularly as it relates to exploring governance-related barriers to the elimination of exclusion and inequity;
Develop and deliver advocacy strategies to influence relevant stakeholders and achieve health policy changes at national and State levels;
Assist colleagues to strengthen their knowledge and skills/capacities to incorporate governance frameworks, policy research, analysis and advocacy into their work;
Monitor trends in the external environment, identifying opportunities to promote the programme and policy advocacy objectives;
Keep abreast of the external political and policy environment and create the right opportunities for engagement and influencing.
Communication and Representation:
Act as SC’s representative at state and national levels with local authorities, partners etc. as required, mainly in events relating to health services;
Organise events on health issues, including small high-level seminars;
Develop and maintain a professional network for governance issues within Nigeria and within SC globally;
Organise events for dissemination of important information and messages;
Develop position papers, briefings and policy advocacy messaging to clearly communicate our advocacy goals.

Skills & Experience
Essential:
Level of Education – Post Graduate;
Specified Study Area – Public Health / Development Economics / Development Studies;
5 years’ experience in health/development advocacy with a focus on health financing, health governance and enhanced voice and accountability;
Fluency in English Language;
Level of IT Expertise Required – Excellent;
Profound knowledge in Nigeria governance and health systems and political terrains;
Strong knowledge of global health policy goals and commitments;
Ability to write strong position papers and policy briefings;
Strong analytical framework to clearly articulate and communicate our policy positions;
Ability to be strategic and proactive when required to be able to keep advocacy plans dynamic and aligned to new policy and political developments;
Ability to clearly communicate and easily relate to federal state authorities;
Experience of working in a multi-cultural environment;

Job Title: Senior Monitoring Evaluation Accountability Learning and Research Advisor
Location: Lagos
Job Type: Full-time

Role Purppose
The post holder leads the development and implementation of the programme MEAL and research framework that will generate evidence, maintain accountability standards and ensure effective monitoring, evaluation and learning of the health theme.
S/he will be responsible for ensuring that the quality of monitoring, evaluation and research for the project system is in place to generate evidences on the learning and impacts of the programme
S/he develops and promotes widespread application of appropriate technologies and evidence-based program standards and guidance that reflect Save the Children and global best practice.
S/he leads and provide oversight supports to the programme internal and external assessments, reviews and surveys.
Key Areas of Accountability
Programme Quality:
Provide high quality MEAL technical leadership, support and capacity building to implementation teams;
In collaboration with the programme team, develop a MEAL plan, as well as an ongoing research programme to support an evidence and learning agenda and a process for knowledge sharing between SCI, stakeholders and partners;
Lead national/global reporting processes and contribute to high quality project reporting, leading in data quality assurance and compliance with reporting requirements;
Develop, review, catalogue and ensure utilisation of standardised programme assessment and monitoring tools, manuals, guidelines, trainings and protocols;
Develop and increase utilisation of accountability approaches, such as participation, complaints and response mechanisms;
Ensure the integration of programme information management with the national Management Information System (MIS);
Keep abreast of MEAL sector trends and developments, for example in remote monitoring, and adapt and promote introduction of new methodologies, technologies, innovations and best practices;
Formulate key program questions that will help to advance the evidence base, and lead design of targeted evaluations (including but not restricted to baseline, midline and endline evaluations) and pieces of operations research;
Actively contribute to the process of learning, evaluation, capturing and disseminating lessons from the programme for continuous improvement of programme performance and overall outcome.

Capacity Building:
Identify learning and training opportunities for stakeholders’ and partners staff;
Positively influence and capacity build project staff and partners at various levels.
Representation, Advocacy & Organisational Learning:
Represent the programme on all HMIS and research technical working groups, partners and stakeholders’ forums;
In collaboration with the SC Health colleagues, feed into learning, experiences and evidence to relevant global advocacy objectives;
In collaboration with SCI staff, contribute with analysis towards organizational learning around technical areas as well as processes and outputs.
General:

Qualifications and Experience
Minimum of 8 years’ experience in the development sector, with preference for candidates with experience working on health and/or nutrition technical area(s);
Minimum of 5 years’ experience developing and implementing monitoring and evaluation strategies, with in depth knowledge in the design, operationalization and use of monitoring and evaluation techniques and approaches;
Extensive experience in research and monitoring and evaluation methodology and analysis (qualitative, quantitative, participatory) including design of systems and tools, data analysis and report writing;
Significant experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring);
Experience working in large and complex projects, split into multiple sites;
Significant understanding of development of MIS and data and information management;
Familiarity with knowledge management systems and approaches that foster a learning culture;
Familiarity with participative and inclusive accountability approaches;
Highly developed influencing, communication and interpersonal skills, including ability to communicate technical issues effectively and persuasively;
Excellent English communication skills, both written and verbal;
Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches and children’s participation.
