My dear, don't say what you don't know its technicality.
If actually it was an official assignment and the guy knew safety aspect of the assignment, he would not have died. Was he with his PPE kit? Another option, he would have deloaded the feeder pillar's unit of the transformer that powered the LT of the network that he climbed. Whether Nepa restored light or took the light, nothing would have happened to him.

He was on the job when POWER was switched on! Please re-read the story. Thanks

No occupational hazard protection plans and policies in naija. You touch high tension wires with bare hands, no protective gears with the hope power won't be restored. His family should sue BEDC for his death over lack of provision of protective wears and tools.
My dear, that is not an HT, it is an LT. If it is an HT, there is what we called SG which gives the lines man an absolute authority and power to put all the customers to be without light until he is done with the work. Additionally, he will still throw two earth wires on the line 11kV or 33kV feeder before he can climb the pole with his fully kitted PPE

My dear whether the power supply was restored when he was on the job is immaterial. There is what we called SOP: safe operating procedures in every engineering field work. The guy must do what I have quoted to you before, whether there is power supply or not before doing any job on the LT. Please, listen to an electrical power practitioner with safety certifications.
