Two companies, linked with All Progressives Congress (APC) leader, Mr. Bola Tinubu, and Mr. Lasisi Olalekan, Special Adviser on Taxation to Mr. Akinwumi Ambode, governor of Lagos State, SaharaReporters can reveal, were approved by law to collect the contentious Land Use Charge in Lagos State.

They are expected to handle the collection along with Alpha Beta, another company with links to Mr. Tinubu.

The 400 percent hike in the Land Use Charge, following an amendment of the law backing it, has provoked strident disapproval by the public. The disapproval became more intense after it was discovered that Alpha Beta, in which Mr. Tinubu is a major shareholder or the owner, was inserted as a collecting agent.

SaharaReporters investigations revealed that the two other collecting companies are Information Connectivity Solutions Limited (ICSL) and De Soffit Consults Limited. ICSL, SaharaReporters discovered, is a sister organization to Mr. Tinubu's Alpha.

SaharaReporters searches at the Corporate Affairs Commission (CAC) showed that ICSL has two directors, Messrs. Abiodun Akinkunmi and Lanre Bankole.

Mr. Akinkunmi, a former Lagos State Finance Commissioner, was on the board of Alpha Beta while serving as commissioner, a contravention of the Code of Conduct for Public Officers.

The country's Public Service Code bars public office holders from working in private organizations. The code equally bars public officials from putting themselves in positions where personal interest could conflict with their duties and responsibilities.

Upon registration, SaharaReporters gathered, the shareholders of ICSL were Alpha Beta Consulting Limited with 4,999,999 shares and Mr. Tunde Badejo, who had just one share. To deflect suspicion, Alpha Beta transferred its shares to Connectivity Investment Holding Company (CIHC) and the Document of Transfer was filed at CAC on 13 July 2017. CIHC further transferred all its shares to ICSL on 28 July 2015.

The second company, De Soffit Consults Limited, with registration number RC 932446, has as one of its directors, Mr. Lasisi Olalekan, Special Adviser on Taxation and Revenue Matters to Mr. Ambode.

According to documents from the CAC, Olalekan owns 40 percent equity in the company, while one Mr. Ogunlana Femi owns 30 percent. The remaining 30 percent is owned by one Mr. Lawal Olanrewaju.

The Lagos State governor appointed Mr. Olalekan was appointed Special Adviser while holding the position of Managing Director of De Soffit Consults Limited.

Since assuming office as Special Adviser and up till date Mr. Olalekan functions as a director in De Soffit in contravention of the Public Service Code.

With his appointment of staff of privately owned companies, who refuse to relinquish their previous jobs, Mr. Ambode appears to consider Code of Conduct for Public Officers.

The truth is, anywhere these miserable tax collectors are seen near any house they deserved to be thoroughly beaten. Most times I wonder if truly Lagosians are some set of smart folks or bunch of overhyped clowns angry one man had been sodomizing you since 1999 till date and these clowns (especially those on Nairaland) will be forming sophisticated personalities when in actual fact they are sufferisticated dummies undecided I mean, how do you explain this thievery in the full glare of the public yet clownish Lagosians are on mute mode

Don't be surprised they will soon make it a jailable offence not to pay within a stipulated period. APC desperately needs funds for the 2019 elections,Lagosians will provide the majority of the funds needed to prosecute next years election.

The problem I have with the Lagos government is that the legislature is a dead institution that only act as a rubber stamp to decisions of the executive.

Secondly, despite all the media awareness in Lagos, the residents only seem to realise their passiveness after laws have been enacted.

I wonder what role is played by the opposition party in Lagos when such plans are still being debated, if they know their role at all?

Sahara Reporters has done good work putting this story together, but as usual some bitter idiots can't help hijacking the story to advance their tribal and sectarian agendas, which will only have the effect of garnering the very type of support for Tinubu they say they are against. I have to wonder about the sanity of you clowns who insist on turning every issue under the sun into an excuse to insult Yorubas: what exactly do you expect to get from it other than a momentary feeling of exaltation, which will be followed soon after by dejection once those you've been insulting turn their full fire back on you? Would it kill you to stick objectively to discussing an issue for once, or at least keeping your grubby fingers away from your keyboards if you have no insights to offer?

Getting back to the main issue, it will be interesting to see whether this topic will be investigated further by the police or the EFCC, and to what extent they will be willing to take things if they do. Contrary to the feverish imaginations of many Nairalanders, Lagos does not have an especially onerous tax regime by international standards - anyone who's paid taxes in a Western country would agree - but the manner in which the state's taxes are collected and spent is severely lacking in transparency. We need to know who owns the controlling shares in this Alpha-Beta company, how exactly the tax-collection contract was awarded to it, and what exactly all the monies thus raised have been used for - and none of this has anything to do with tribe whatsoever, as it affects all taxpayers in the state. LASG needs to be forced to fully comply with already existing Freedom of Information legislation, and provide timely updates on its expenditures on an easily searchable website.

Not only are your claims about LASG tax collection ridiculous hyperbole, as I can personally attest that Lagos comes nowhere close to the ruthless efficiency of Her Majesty's Revenue Service, but I guarantee that the only result of your gratuitous insults will be to provoke return fire in kind. People like you who seize on the slightest opportunity to vent their bigoted spleen are one of the biggest reasons why rulers can get away with their misgovernment, as your sectarianism provokes others into defending the people you're attacking.
