He is wrong in many ways. It is not just about building or creating new models just so the older ones could be obsolete.

Positive continuity is key and vital in any government. A newer model would mean a restart and a deeper dive into the country's resources which could yield little or no return in the end.

Challenging some older models is a disaster waiting to happen.

The party slogan could mean many things. While a lot of people assumed it meant change for the better, the party founders might have thought they meant to change the government, a determination which became a slogan.

You don't just create newer models for creating sake. It is one major reason why Trump's government is having issues today.
