President Buhari has blamed the non-implementation of these protocols as the reason for the herdsmen crisis. When will government enforce the laws?

1979 Protocols of free movement of persons:

1. Any citizen of the Community who wishes to enter the territory of any other Member State shall be required to possess valid travel document and international health certificate.
2. A citizen of the Community visiting any Member State for a period not exceeding ninety (90) days shall enter the territory of that Member State through the official entry point free of visa requirements. Such citizen shall, however, be required to obtain permission for an extension of stay from the appropriate authority if after such entry that citizen has cause to stay for more than ninety (90) days.[url=http://documentation.ecowas.int/download/en/legal_documents/protocols/PROTOCOL%20RELATING%20TO%20%20FREE%20MOVEMENT%20OF%20PERSONS.pdf]Source[/url]
1998 transhumance protocol:

i. Each country sets its entry and exit;
ii. Each defined state reception areas;
iii. Travel must take place along roads defined by the States;
iv. Border crossing should be done in days;
v. Finally, to cross borders ,the transhumant should be equipped with an international transhumance certificate (ITC). In this certificate the stockbreeder must declare all his animals, certifying their immunization and define its route. Source

Buhari has failed to make this a priority. NIS and Customs have refused to enforce the laws for decades. Its funny lawyers never brought up these laws all this while. Im sure most of these guys aren't obeying section 5 of 1998 protocol. How many off these cows are even vaccinated?

If they know issue they should fix it.

“So that where for example transhumance certificates are to be used and endorsed by medical or immigration officials this is not the case; this has to change.

“We can no longer continue to tolerate the undocumented movement of persons that simply contribute to the escalation of our security challenges.

Buhari should show same resolve to foreign herdsmen importing unvaccinated cattle as he does rice smugglers. The ECOWAS rules should be enforced completely. If he's willing to close border he should be willing to ban their cattle.
