He's not just a drug abuser and a scavenger, he's somebody's child and most especially he is one of us, so let's try to show empathy and kindness. Anyone can fall on hard times.

It's not just condeine syrup but, these guys sniff anything they can afford to get high. e.g Madara, gutter, sewage system, solution etc.
And who is to blame for this social malady? The blame should be shared by both the parents and the society for their negligence and nonchalant attitude towards a child grooming. Drug abuse is widely an epidemic in the North and the government need to up their game to counter it.

Now the govt. Seems not to see the dangers this widely known abuse of drugs by the youth in the north
