FEDERAL GOVERNMENT WITHHOLDS SALARIES OF JOHESU MEMBERS AND PAID DOCTORS


The Federal Government has withheld the salaries of members of the Joint Health Sectors Union, JOHESU for April.

In a letter from the FG to the health workers who are on strike over the inability of the government to meet their demands, the FG stated it has activated its “No work, No Pay” policy which sees workers not receiving their salaries for last month, April.

In the letter written and signed by the Head, Department of Hospital Services, Dr. J.O Amedu for the Minister of Health,  the FG said; “You will recall that the Joint Health Sectors Union(JOHESU) commenced a strike action on the midnight of Tuesday, 17th April 2018 despite all entreaties by the Government for them not to.

2. In line with provision of Section 43 of the Trade Dispute Act CAP 18, Law of the Federation of Nigeria(LFN), 2004 and the International Labour Organisation’s principles concerning employers’ right during strike in essential services, the Federal Government has invoked this Provision and is therefore enforcing “No Work, No Pay” law on Unions and Associations who decide to embark on strike without consideration of Government efforts to resolve their request. This directive is the decision of a High Level Body of Government Stakeholders chaired by the Secretary to the Government of the Federation.(SGF)



3. I am directed to inform you to stop the April 2018 salary of all JOHESU workers who have defied Government by partaking in the strike. You are also directed to strictly keep the Attendance Register of all staff who are not partaking in the strike. As JOHESU workers in your institution are yet to be captured in the Integrated Payroll and Personnel Information System(IPPIS) platform, you are to implement this directive of government on your GIFMIS platform.

4. Please, accept the assurances of the warm regards of the Honourable Minister.

JOHESU are not being wise and realistic with their demands. They shouldn't expect govt to pay them as Doctor's are paid. I go to hospital to see a Doctor, not a Lab. Scientist!

Brother, please don't say what you don't know anything about. There are so many things that do not meet the eyes in this case. Mark my words (you can quote me anywhere), nobody under JOHESU has ever asked for the same salary with medical doctors. This is all propaganda being peddled by doctors to discredit johesu's demands. If I may ask, do you know that security men and clerical staff are all under JOHESU? Do you believe that they will all be clamoring for the same salary with medical doctors? The problem in the health sector is very complex, and were all orchestrated by medical doctors themselves. Ab initio, doctors have always earned higher than other health workers, and nobody is complaining about that. One of the problems in health sector is that doctors want to control and stiffle the salaries of other health workers. Let me give you a little insight. Doctors spend 6 years in the University while other health professionals like pharmacists, Physiotherapists, Med Lab scientists Radiographers, etc spend 5 years. Ideally, in civil service, a year corresponds to one step but the entry point of doctors was one level (which corresponded to three years) above others in CONHESS. Even at that, nobody complained. Doctors eventually opted out of CONHESS into CONMESS which even made the difference between their salaries and those of other health workers bigger. Even at that, nobody still complained. Problem entered the health sector when doctors started pressuring government to even water down down the CONHESS because they were no more into it. They refused properly promoting other health professionals that were due for promotion. JOHESU dragged them to court and subsequently won them. However, they threatened govt with strike if at they implemented the court ruling. Govt even eventually promised upgrading of CONHESS but the doctors still opposed it even though the salary structure in CONMESS is still very much more robust and higher than that of CONHESS. Because doctors are more connected (they are usually the minister of Health and heads of all the units in the ministry of health), they always flout any directive from the govt that is always in favour of JOHESU members. Being a lawless country, Federal govt always treat them with kids glove. The doctors didn't stop there. They have tried to Lord over all the departments in health sector even the ones they have less competence in. Imagine a medical doctor being a head of department in each of pharmacy, medical lab and Radiography Departments. An experienced (with many years of experience) pharmacist, Radiography and medical lab scientist will be answerable to a mere house officer of less than a year experience just because he is a medical doctor. Mind you, some of these other health professionals lectured and trained these doctors during their University days, and therefore are head and shoulders more competent than them in their respective fields. Brother, it's only a tree that hears that it will be cut down and stays put. Any human that is threatened with death is supposed to react. This is just a tip of the iceberg of what is happening in the health sector. Please don't say what you don't know. Thanks

Very funny, your write-up clearly shows you are either ignorant of happenings or you are just mischievous. Either way, that's not good enough.
Firstly, there are no doctors, in pharmacy dept let alone heading that department. There is no such thing as Radiography department. What we have is a radiology dept which is rightly headed by a radiologist. To minimise your ignorance, there is no country in the world where a radiology dept is headed by a radiographer when there is a Radiologist around. There is a reason for that, radiographers are more like technologist, the operate the machines while the radiologist report the images.

You mentioned Nigeria as a lawless country and I agree with you. That's probably why JOHESU will have the nerve to demand for pay parity with doctors as confirmed by the Ministry of Health and the audacity to hope they can arm twist the government to submit to their phoney demands.

The problem here is inferiority complex on JOHESU's part and hopefully, the No work No Pay policy will format their brains.
