PDP mulls Dankwanbo as president

As the momentum gathers towards the 2019 presidential election for which incumbent President Muhammadu Buhari has declared his ambition for a second term, the Peoples Democratic Party in its quest to take power back a the centre is locked in many backroom dramas to find a candidate to beat Buhari.
And the search has culminated in the meeting of different groups, from which the consensus appears to be the Gombe State Governor, Ibrahim Hassan Dankwanbo.
Dankwanbo is yet to formally declare his candidacy but his choice was informed by what a governor from the South South described as a desperate need for the PDP to put forward “its best face”.
According to him, PDP faces a crisis of credibility arising from its poor 16-year performance in power and “we need a candidate who is not only competent but has the appeal to erase our poor perception from the mind of Nigerians with his impeccable credentials”,
The choice of Dankwanbo is said to be supported by many serving and former PDP governors, ministers and other big-wigs who see in him the combination of competence and capacity.
Dankwanbo was the nation’s Accountant-General before he contested and won the Gombe State governorship in 2011.
He is reputed to have turned the fortunes of his state around for the better, with little resources.
He is also noted for his transparency and honesty.
Also in the race for the PDP ticket are former Vice President Atiku Abubakar and former Jigawa State Governor, Sule Lamido.
Dankwambo, 56, was born on April 4, 1962 at Herwagana Ward in Gombe, Gombe State.
He attended Central Primary School Gombe and Government Secondary School Billiri in Gombe State.
He proceeded to Ahmadu Bello University Zaria and Graduated with a Bachelor of Science degree in Accounting second class (honours) upper Division, being the second best result obtained by any individual in the then Bauchi State.
He further enrolled for Masters of Science Degree in Economics at the University of Lagos.
Dankwambo was not satisfied with academic pursuit, he decided to study Post Graduate Diploma in Computer Science at the Delta State University Abraka, Delta State.
He finally capoed it up with a Doctor of Philosophy Degree (Phd) from Igbinedeon University, Okada.
Professionally, Dankwambo has proved to be an exemplar.
He has passed through the qualifying examinations of seven professional bodies and consequently was awarded membership of those professional Institutions.
He passed the examinations of the prestigious Institute of Chartered Accountants of Nigeria and qualified as a Chartered Accountant only a year after his graduation from the University, a feat most professional Chartered Accountants will agree is rare to achieve.
Today he is a Fellow of the Institute of Chartered Accountants of Nigeria, Fellow of the Chartered Institute of Bankers, a Fellow of the Chartered Institute of Taxation, Fellow of Nigerian Institute of Management and a Fellow of the Nigerian Economic Society.
Alhaji Dankwambo has had various international exposures by attending training programmes, which further moulded and shaped him as a refined and seasoned Accountant, Economist and an Administrator.
He started his career at the firm Coopers and Lybrand International (Chartered Accountants), now PriceWaterHouseCoopers, where he was from 1985 to 1988.
He later joined the Central Bank of Nigeria in 1988 and was there until 1999 when he was appointed the Accountant-General of Gombe State.
He held this position until April 20, 2005 when the then Accountant General of the Federation, J.K, Naiyeju, was retiring.
Again the unique qualities of Dankwambo became obvious to all, having served at various committees at the Federation Account and former President Olusegun Obasanjo, who noticed his brilliance as well as efficiency, appointed him the Accountant-General of the Federation, the position he held until he was overwhelmingly elected the governor of Gombe State.
Dankwambo has chaired and served in committees as well as served as board member of some government parastatals at various times.
He was the President/Chairman of the Forum of Accountants-General and Auditors-General in West Africa and had earlier served as the Protem Secretary of the same organization.
He was the co-Chairman, Standardization of Federal, State and Local Government Accounts in Nigeria, a body formed by the Federation Account Allocation Committee to harmonise the Accounting and Reporting of Financial Statements by the three tiers of government.
On assumption of office as the Accountant-General of the Federation, he became the Chairman of the Technical Sub-Committee of the Federation Account Allocation Committee, a committee saddled with the responsibility of determining how the national revenues are shared equitably amongst the three tiers of Governments, that is, the Federal State and Local Governments.
He discharged himself creditably and earned the respect of all.
Dankwambo was also the Chairman of the Audit Committee of ECOWAS, a Board member of the Central Bank of Nigeria and Board member of the Debt Management Office.
On the international scene, he was a board member, Royal Swaziland Sugar Company, Southern Africa and member of the board of Extractive Industries Transparency International.
He also sat on the board of many successful companies across a wide spectrum of the nation’s or world economy.
Dankwambo’s tenure as the Accountant-General of the Federation brought about revolutionary reforms to the Office of the Accountant-General of the Federation.
He brought up to date the Financial Statements of the Federal Government, which were in arrears.
The revolution in the Public Sector towards a cashless economy began with Dankwambo, bringing about the implementation of the E-payment system, which was then a completely a new innovation in the financial services of the government.
The use of cheques got eliminated in the government transactions at the Federal level.
Contractors, Staff and Service providers started getting their accounts credited automatically through the mechanism of E-payment.
The Integrated Payroll Personnel Information System is yet another giant stride achieved by Dankwambo as salaries of Staff all over the Ministries, Departments and Agencies started being paid centrally, using an automated system.
This eliminated the complaints of delayed payment of salaries by MDAs and ghost workers’ syndrome got minimized.
Nigerians applaud Treasury Single Account today but they need to know the real hero behind it.
Dankwanbo, as Accountant-General of Nigeria, was the one who ensured that he completed the institution of Treasury Single Account, which is simply an account or set of linked accounts through which government transacts its financial operations in such a way that its financial position can be determined easily for the facilitation and timely reconciliation of cash balances.
In his quest to evolve a very robust Financial Management System of the Federal Government, he worked tirelessly to install a financial management system called the Government Integrated Financial Management System.
This is an ICT integrated system, which computerizes the Public Financial Management processes from budget preparation to execution, accounting and reporting.
On assumption of Office as the Accountant-General of the Federation, centralization of Capital Accounts was a challenge to Dankwanbo.
This centralization had caused delays in implementing projects at the federal level.
Dankwambo ensured that this centralization was removed, thereby enabling Ministries, Departments and Agencies to process and make payments for contracts awarded after obtaining due certification for the projects.
Other reforms he embarked upon included the New Chart of Accounts, the Accounting Transactions Recording and Reporting System, which removed the stress of having to prepare and carry hard copies of Accounts by Ministries Departments and Agencies to the Office of the Accountant-General of the Federation for Consolidation.
The International Public Sector Accounting Standards Board gap analysis was one effort by Alhaji Dankwambo to upgrade the preparation and reporting of Nigeria’s Financial Statements up to International Standards.
He also embarked on the upgrading of the Federal Treasury Academy to University Standard for the training of Public Sector Accountants and affiliating it to a highly recognized Public Sector professional body in the United Kingdom, (the Chartered Institute of Public Finance and Accountancy, United Kingdom).
On assumption of office, one of the responsibilities he was saddled with was the payment of severance benefits to members of staff of some erstwhile government parastatals and companies that were either privatized or were in the process of being privatized.
Some of these included Nigeria Airways, Nigerian Telecommunications Company, Nigeria Ports Authority and many others.
The Office under his leadership also successfully undertook the payment of Severance Benefits to all right-sized employees of Federal Ministries, Departments and Agencies as well as payment of Pensions nationwide.
He discharged all these creditably.
As governor of Gombe State, Dankwanbo is known for distinguishing himself in the areas of education, which was his first, second and third priority, the provision of infrastructure, healthcare, water supply, environmental degradation control and economic empowerment.
He is the first governor to create a cogent development plan for Gombe State and has gone ahead to implement the plan, thereby putting the state on the right track for sustainable development.
He conceived of a Marshal Plan for the development of the North East and organised the North East Economic Summit (2013) to bring the plan into a regional development blueprint acceptable to all stakeholders.
He is the one and only PDP second-term governor in the north of Nigeria who successfully stood against the so-called “Buhari Storm” in 2015 to win reelection as a result of his good governance, prudent financial management, justice, fairness and equity to his people.

The truth is that the Presidential ticket of PDP was sealed on December 9, 2017. Bode George and co already leaked the "expo" as to what was to happen during PDP Presidential primary.

Atiku himself is aware and has been seeking for ways to counter it (though futile)...

PDP candidate-in-waiting is one that is accepted to the former Generals, Chief Obasanjo and co (including the 'coalition')!

He's no other but Senator Ahmed Makarfi... The day he will declare it will seal the deal! He's the President of Federal Republic of Nigeria in waiting (2019-2023/2027)

Bode George as at then was not pro-Makarfi. He was running for PDP Chairmanship (which he believed was meant to be southwest) but when Secondus stepped in due to some lipsrsealed he knew something has transpired and he raised alarm (nothing wrong in making deals in politics as long as it follows democratic process).

Right now Bode George, like others are yet to publicly align, even the man in focus is yet to publicly declare but the structure is set already and a final conclusion will push for formal declaration which will add flesh to the whole narrative. I won't say more than this due to its sensitivity...

Meanwhile, Bode George is the un numero of Lagos PDP and I believe PDP has been getting favorable results in Lagos in all Presidential contest since 1999. We usually get minimum of 40% votes cast... I believe we can sustain it

As for Kaduna state Council poll, I am sure you are aware that in Nigeria council election the incumbent in the state wins ALL... However, PDP showed APC/Elrufai that we run things in Kaduna by winning 90% vote cast in over 90% wards including Makarfi, Lere, Kaduna north, Kudan etc.

The question is, why did the Returning Officers run away from collation centers? Thankfully, 2019 Presidential poll has bigger stake and will attract bigger attention so most of the anomalies will be taken care of. We are in court BTW to challenge Kaduna fraud...

Meanwhile, for PDP to "officially" win in 6 LGAs by the fraudulent SIEC showed that we are on ground. E no de ever happen for Nigeria council poll

LOL. Your confidence is laughable. I wonder to what financial extent your palm was greased to elicit this kind of blind followership. Yes, you support this Ahmed Makarfi. This Makarfi that is relatively unknown in the political sphere save for his little exploits in his own state.

Because you support someone so doggedly doesn't mean such person is the only viable candidate. We will bookmark the post, but that's because we will come back to taunt over the failure of your "Messiah" to secure the ticket of his party. Heck, even though I can't categorically say who will eventually clinch the ticket, I can boldly say that Atiku would defeat this Ahmed whoever without breaking a sweat.

Don't worry, we will bookmark it. But considering your precedents, you will still jump ship. Your political whoring is known far and wide. Infact, it's even used as a case study for posterity. grin

Atiku that has NEVER won a primary election not to talk of defeating Makarfi that has serially won elections, losing ONLY one in his lifetime.

Atiku whose candidate, Prof Adeniran was defeated by Makarfi's Uche Secondus in the PDP national convention due to the fact that the structures of PDP is loyal to Ahmed Makarfi...

Makarfi also returned his preferred candidate, Senator Tsauri as National Secretary, defeating Atiku's candidate again.

Atiku as a former VP that couldn't secure victory for his preferred candidate in APC Governorship primary against Nyako backed Bindow in 2014, nor did he bring any soul to PDP from Adamawa when he was defecting, unlike Makarfi that has continued to deliver his people, ans recently received 5000 members from APC Kaduna state, which included a serving REP!

Atiku cannot real where he did not sow, he's welcomed to the contest BUT na another futile exercise (as usual).

N/B: Atiku has NO loyalist in PDP's NWC nor the party structure across all zones, including Northeast and wasn't even allowed to vote during the convention, unlike Makarfi that has solid structure and backers within and outside PDP to win the primary and the secondary election

Those two LGAs are ours whether Elrufai cancel it from today till tomorrow. They cancelled election when there was no violence simply because PDP won exceedingly...

Thank God 2019 will be conducted by INEC no fraudulent SIECs

Before Buhari won Jonathan in 2015, can you recall how many primaries and general elections he lost? Did it prevent him from clinching the ultimate prize in 2015?

Try and be more realistic and stop feeding us these your facts that hold no water. Because Makarfi won little elections doesn't make him a top dog. Let him win something as consequential as the PDP's flagbearer for next year, then we will consider him as someone worth rubbing shoulders with in Nigerian politics. Comparing Buhari's electoral value with Atiku is flawed. In fact, prior to 2015 election, Buhari was the ONLY man to have an "army" of followers that were following him in all elections he contested.

Buhari won ALL primary elections of APP, ANPP, CPC and APC, defeating incumbent Governors like Sani Yerima (2007) and Rabiu Kwankwaso (2014) amongst others to clinch ticket. Unlike Atiku that has been on losing streak in all primaries he contested (1992, 2011 and 2014).

Buhari in 2003 had 12 million votes, in 2007 he had 7+ million votes and in 2011 he still repeated his 12 million votes even with CPC that had no single structure, but Atiku in 2007 though ran under AC and HEAVILY supported by Governors Tinubu and Haruna of Lagos and Adamawa States respectively couldn't win up to 3 million votes. In fact, most of his votes came from Lagos (Tinubu fulfilled his own side of the bargain) but Atiku couldn't even win Adamawa state for himself nor deliver his preferred AC candidate for Governor of the state. He lost woefully, trailing Buhari and Yar'adua respectively in the Presidential election and his Governorship candidate coming a distant 3rd behind PDP'S Nyako and ANPP candidate respectively.

Everyone knew in 2015 that Buhari had the support base to defeat Jonathan and add to the woes of Jonathan where Nothern elites felt aggrieved over his refusal to handover power to the north in PDP as per 2011 agreement.

Atiku DOESN'T have any support base anywhere! Not in Adamawa, not in Northeast, Northwest, Northcentral, Southwest, Southeast nor Southsouth. Not in the PDP structure or outside PDP. That is why he returned to PDP as he couldn't afford to run on his own like Buhari did.

Makarfi on the other hand is a strategist, he makes the least noise but pulls the most surprise. How he won his reelection against Buhari tsunami of 2003 remains a mystery. How he held Kaduna for PDP save the 2015 election remain a milestone (he has collected Kaduna back).

We welcome Atiku to the race and I am sure Nigerians will be in for an interesting ride!

Nice Move. TonyeBarcanista is rooting for Makarfi. I wonder what Makarfi has promised him, Moreso Makarfi is not healthy and we don't want another sick candidate from the North after Yar'Adua & Buhari experience.
As for Atiku, though he is far more better than Buhari, he represents everything Buhari's fans hate and will equip APC more because all APC knows is propaganda of fighting corruption. A Dankwambo ticket will cripple APC.
