I happened to travel alot during the PTF era, their roads were solid, enough drugs in most hospitals, new classes built in schools. Though i do not know if the cost were consummerate, i can say the projects i saw were solid/very good.

It is possible for cracks to develop months after the road was commissioned. Doesn't look like a tremor caused it. Northern Nigeria is tectonically stable. This is evidence of use of substandard materials in road construction.
