Lagos state is a state of laws. You need a licence to operate a park

You cannot just buy land and bring in lions and say you are opening a zoo anywhere you like and when government says no you say you borrowed money. Who send you?
Do you just go and buy engagement ring for a woman withou due process and negotiation? and when you are turned dow start saying you borrowed money to buy the ring?
