Hahahaha The permanent tenant association are here talking their usual nonsense. In Nigeria a landlord takes a huge risk to build a house with absolutely no support from government.Nigerians are naturally cunning and will avoid paying rent if the law provides any loopholes especially the Ebola people. Some Nigerians use the courts to stay in your house for 2 years without paying a kobo. Many pensioners in their old age have died because of such tenants since their house is the only sourcee of income and their pensions are not paid regularly. There is a problem that needs a comprehensive solution not blame for landlords. There is need for affordable housing and there is no escaping the fact that government must build houses for the poor to rent. Private landlords should be for the more well to do 2 Likes |

poseidon12:Mortgage loans do not operate in isolation. The land and property registration, valuation mechanisms are inadequate. Dispute resolution/litigation is too slow There are simply no quality houses for low income people in Nigeria. So govenment must be involved in designing and setting standard for what is the minimal acceptable for Nigerians . If government does not build they must mobilize developers with some kind of strategic plan e.g 1million houses of 10 million naira each in 20 years . then thinking about where the development capital will come from. The houses will have to be built and paid for before people move in and start paying mortgages. So while availablity of mortgages is important there is a lot more that needs to be done. Even if mortgages are available how many can afford them @ 4% interest rate a 10 million Naira 25 year mortgage will incur 52330 nara a month repayments. How many Nigerians can afford that especially in the rural areas and how much house can 10 million buy |

But government should make it easier for landlords to eject a tenant. Government should also make mortgage loans easily accessible at affordable interest rate. 1 Like |

aribisala0: Sorry I didn't intend to come across as reasoning like Buhari. But I don't know of any other country where residential rents are paid one to two years in advance. Where will an honest person (a rare commodity in Nigeria) get such fund from? Rent should not be paid more than three months in advance. Federal and State governments need to do their part by making affordable, easily accessible mortgage loans available (as you suggested earlier). That is the way to solve the supply problem. Anyone that can raise 1 million Naira or more to pay 1 or 2 years rent in advance should be able to access a mortgage to build his own house. 1 Like |

I agree with the minister, but this can only be achievable wen he becomes the presido of this country. Benin republic is our neighbouring country that's how rent it's been paid there. Yhu pay one month rent, one month caution. It's a new order from the presido. |

How many nigerians are steadily employed? Housing estates must be built by govt to accomodate low income ppl in urban areas. |

On the example you gave of 4% interest mortgage, of course a lot of Nigerians can afford such. There are a lot of Nigerians paying more than one million Naira a year in rent who would be better off accessing such facilities. Every little bit would help. |

poseidon12: A lot of Nigerians can afford it but A LOT more cannot. What is the the salary of the President? What is the minimum wage? Yes such a scheme would favor those paying 1 million or more but those folk should not be the priority of government rather it should be those paying 3000 a month for a room in a yard with no water or toilet. The starting point is design of low cost housing at lowest cost which can only be achieved at scale(Economy of scale) If you are buying cement to build 1 million houses you should be able to achieve much lower costs. Government should squeeze Dangote to cooperate. If Fashola should be begging anyone it is Dangote not landlords though if I was in power I woul not beg him I would squeeze him with a carrot and stick approach. That is not necessarily a bad thing if you are a rich nation but it must be costed and I do not think we can afford it. In Nigeria WHO will pay for it the FG or the State government. If the FG then we start the usual tribalism argument about sharing. People should be encouraged to stay in the rural areas and measures taken to prevent people migrating in hordes to the cities to live in slums selling Gala and LaCasera. Measures such as decentralizing government and other employment where possible and as part of economic planning nationally Housing estates in London are a disaster. Eventually the property prices go through the roof just because they are in London and you have a cleaner living in a £200000 flat. That is perverse economics. For years the government has paid the rent of such folk but as the property value rises becomes unsustainable and government ended up selling the properties and encouraging folk to move out of London. The buildings are redeveloped and market forces eventually prevail Yes government should be part of the effort to ncrease housing supply but people should live and work in areas that match their income 1 Like |

Government should make it as easy to kick out a defaulting tenant as it is to kick out a defaulting guest in a hotel room or passenger in a Uber Car. If it is legally possible to evict your tenant in 21 days without appeal then we can talk about paying rent monthly. Those who want a longer evction period should pay for the privilege As things are now a tenant can use the law to stay in your house for more than a year and then disappear without paying. Government should make it easy to get a court order to compel a bank to pay landlords from tenants accounts or an employer to deduct payment from salaries . So if I am a landlord I know that wherever you run to I will get paid unless you stop using banks. Also make it possible to maake automatic deduction any time you put credit on your phone. The technology to do this is there already. So rather than demonize landlords government should help them 1 Like |

Well Said Mr Fashola. I feel the senate should be more concern about issues like this. Building Houses should not be by force, it should be by choice for people who can afford to do so,thereby complains of building materials will not arise. This is also inimical to business as prospective business men and women are made to part with more than half of their capital on rentage of Shops, offices etc. |

Fashola, this is goid suggestion, so lets say we implement this suggestion as follows. 1. Landlord should be paying for CofO and building approval after completion. This should infact be spread over say 10 years. 2. Lagos and other states should abolish land use charge. Afterall, land is not being increased by government. 3. Housing Minister should urge building materials sellers to sell materials to builders and wait to collect their money at month end 4. As he is power minister, prepaid meters should be abolished so that electricity consumers pay after consumption. Since tenants cannot be sent packing at month end if they renege on payment, Discos should stop disconnection. This failed government keep amazing us. Who ever told him that rent payment is our problem? Oga minister, provide low cost houses that APC campaigned with. By now you should have built 600,000 units across Nigeria as you promised, but you have built nothing. Secondly provide the 3million jobs you promised yearly. By now we should have had 9million new jobs. Are you not aware that corporations are closing down and sacking? Rather, you are here stroking a non-issue to divert our attention from your failures. Konstel:That is the essence of democracy there is more than one side to every story. The landlord perspective is different. This "by force" argument has no meaning Is it by force to import and sell petrol? Is it not those that can afford it that do it. If they explain to you their cost bases it is not a "complain" it is conversation so you know why prices are rising Is it by force to be a doctor or run hospitals Is it by force to be a herdsman Is it by force to run a beer parlour They are all businesses and want to get paid for their efforts. They are not "complains" about cost of materials. They are genuine economic argument. If we want a regime whereby people pay rent monthly we must allow a reggime where defaulters can be evicted quickly. If we make laws or run our courts inefficiently so that a tenant can continue to live in a property without paying rent whilst a case draags on in court there would be social costs. We would not allow a hotel guest to do the same. The risk associated with with the current laws inform landlord behaviour which is perfectly rationale.
