Katsina Refinery Ready In 2021 – Minister by Grayxme: 4:59pm On Jul 25, 2018
The Minister of State for Petroleum Resources, Ibe Kachikwu says the approved private sector driven Refinery in Mashi, Katsina State will be completed in 2021.

Mr Kachikwu, who made this known to State House correspondents in Abuja on Tuesday, said the refinery would have the capacity to produce 150, 000 barrels per day when completed.

Mr Kachikwu and the Nigerien Minister of Energy, Foumakaye Gado had on Tuesday signed a Memorandum of Understanding (MoU) between Nigeria and Niger Republic on the construction of the refinery at the Presidential Villa, Abuja.

“However, presently, we have mentally structured our minds for a three-year period to finish the work on the refinery but that depends on what we find during the technical studies.’’

According to the minister, there is potential to also establish another extension of the refinery in Kaduna State.

“It’s going to be in Katsina but there is a potential for an extension to Kaduna but bear in mind, this started first from a perspective of they (Niger) wanting to build a pipeline from Niger to Kaduna refinery.

“But at the Board of NNPC, we shut that down because the asset quality of the crude from Niger was not the same with our own and we would have had to take almost 90 per cent of our own crude to match their own 10 per cent of crude so it just didn’t make any sense.

“So at that point, we decided to do a refinery that is targeted at their crude,’’ he further explained.

Also speaking on the proposed refinery, a Nigerian investor, Ibrahim Zakari, said about two billion dollars was needed for the construction of the Mashi Refinery in Katsina.

He pledged to spearhead the take-off of the first 100 per cent private driven refinery.

Is there any need for refinery in Katsina? The North should stop wasting our money in searching for oil in the dry land up North. Now we will be wasting money transporting crude from south to the north. Oil is natural and nobody can create it.

You should read before commenting, its part of having informed opinion. Its a private venture so its not your money. The oil is coming from Niger Republic. Why would they want to source oil from south when the kaduna refinery is not profitable?

Nigeria has been importing refined crude from Niger for years. This would actually be a better arangment for Nigeria.

An oil producing country about to start importing oil from neighboring country. As if the shame of exporting crude and importing finished product is not enough, and now this.

The reason is opportunity cost. Nigerian refineries dont work so the need for alternative arises. Why else would Belgium without a drop of oil export to Nigeria. Its funny people complain about Nigeria working with fellow ECOWAS member state but dont flinch about Europe.

Nigeria has been importing refined crude from Niger for years. This would actually be a better arangment for Nigeria.



If you knew anything about economics, you would know that sending oil to Katsina, refining it, then trying to send it elsewhere will make that oil more expensive than oil refined near the place it's drilled. This means the profit margin will be less and when adjusted to scale it would be virtually unsellable anywhere outside of Katsina and Niger. The refinery will last 10 years then it will sink because money will go into keeping it alive when it's not viable.

Especially if they can't scale your product because you're using 1 or 2 pathetic pipes to suck oil out of the south while Beligum can load ocean liners with barrel upon barrel

Saying its unsellable is wrong Niger is able to export its oil and its being refined at location 350 miles away from where its produced. (Apparently the did it because of politics.)

What are u bringing up south for. Who is building them pipeline to south. Is loading ocean liner cheaper than getting fuel through pipeline?

Katsina is on the border with Niger state. If Katsina and other border states by their oil from Niger, it makes perfect economic sense. Will Lagos do the same? Will Lagos buy Katsina/Niger oil when cheaper oil is coming in from Europe? No.

I have good reason to believe ethnic sentiment, and not economic logic, caused Northern Nigeria to import oil from Niger, especially given that the oil they're refining in Niger is from Nigeria. Will that Ethnic sentiment reach Niger state, let alone Nigeria's real economic engines (Lagos, Oyo, Anambra, Rivers, Delta, Awka Ibom, Abia, Edo, Enugu)? No.

Will ethnic sentiment sustain a refinery in Katsina AND Niger when the ones in Kaduna can't meet demand? No. These projects will sink because you can't play tribe with money.

Buhari is a stark tribalist. He is only trying to favor his cousins in Niger Republic against the interest of southern Nigeria. It is quite embarrassing that we are importing refined crude and we are about to start importing the crude itself just because of the illiterate in Aso Rock.

Yes the 350 mile figure comes from business insiderarticle.

The fact that nigeria already keeps buying refined crude oil thats shipped by truck should tell you theres a market. Thats already more the product more expensive. Over the past 5 years the purchases have been increasing.

Is Niger republics oil more expensive than Europes oil factoring in those facts? You have no reason to believe its tribalism that influences purchases. Only government can break their pockets like that. If European oil was so much cheaper nobody would bother importing Niger's oil to begin with.

Ironicly the only reason he looked north is because the militants. They have been planning this since 2016. Its no longer about getting fuel to Kaduna its more about katsina.

Who is talking about your money and your oil, when the project is to be completely privately funded and the oil coming from neighbouring Niger Republic.

Good move; one step forward to freedom from Niger Delta blackmail; soon the north will have its own alternative source of refined oil products to fall back on.

For a private refinery owner in Katsina, I imagine it would be cheaper and more efficient to import crude from Niger that to build a crude pipeline from southern to northern Nigeria which would probably be vandalised several times per year.

Oga everything mustn't revolve about hatred for Buhari. For starters, this is a 100% private venture, there are no pipelines taking crude to katsina, and even if there were, it would be cheaper for a private owner to import his crude from a much close Niger.
