Normally it is supposed to be FRSC arresting a person for any vehicle offense, but in Nigeria anything goes.

D police even have no business with ur license in d first place but U know d kind of country we are in na... If na police catch U it is wateva u negotiate with dem dat is d fine .. But Road Safety will write U a ticket for ur offence with which U'll go make payment in d bank with or if U are lucky dey have a POS at d office...
