That was an interim report, you can see that it was submitted the next day. The content was their findings on what happened. The summary is a recommendation on what they need to do to continue with the investigation to get to the bottom of the matter. They want the DSS personels involved in the siege to released to the police to explain what happened. Nothing wrong there.

Next time if u r reading any piece, disabuse your mind. Instead of reading with a parochial mindset.
