Let me.educate you for free. The DSS is more sensitive, they are like the CIA of America or MOSAD of Israel. They are secret Police who are involved in covert operations. They are also responsible from gathering intels for the Government.

The DSS provide security to the President, they protect him against external threats. They also protect him from Soldiers, in the case of Coup plotters.
