These facilities should not transit residential areas. I feel for the lost but in most cases it's usually caused by awoof. In other countries, these pipeline run above the ground and yet no body touches them.

And it would be easier to maintain and repair. Here in Nigeria, government is even looking at possibility of buying the pipes deeper

Not necessarily poor. Have you seen people scooping fuel when a pipe burst or a tanker fell? You will see people who have no business being among the scoopers because they are not poor.
Some people, actually many Nigerians don't have idea about how flammable petrol is.
