While I agree with u on the point that it is a avenue for looters to take away funds and that can be stop with good governance and laws. He jailed businessmen in mass and sent others into exile banking on petrodollars to create an utopian welfare state of economic equality. Today despite being in the top ten oil produces churning out much more oil than Nigeria and having a lesser population than Nigeria to feed and cater the economy has tanked. The excuse has now shifted from corruption to the cry of sabotage under his protigy Maduro.
