Goodluck Jonathan regime also introduced the use of farmer's GSM number to disburse fertilizer and farm scheme grants direct to farmers to curb corruption popular in Ministry of Agriculture when it comes to distribution of fertilizer which made many Northern politicians stinkingly rich through stealing of fertilizers meant for rural farmers.

You don't fight corruption with guns and armed men in this modern time, you make use of technology.

Rather it was created by the Central Bank of Nigeria, in Febuary, 2014, in collaboration with the Bankers Committee, proactively embarked upon the deployment of a centralized Bank Verification System and launched the Bank Verification Number (BVN). This isn't Jonathan/pdp nor Buhari/apc initatives.

Did my BVN in 2014, so it was introduced and implemented by GEJ, but compliance was not fully enforced under his administration.

Same thing with TSA and NIN. Introduced and implemented by GEJ's administration.

Buhari's govt has introduced nothing of reckon other than killings, hyper banditry and some group of thwarts on nairaland defending his moribund administration.

The BVN didn't stop corruption completely but it helped reduce it because most people involved in fraud couldn't collect money into their accounts again since BVN made it easier to track them...
FYI corruption in Nigeria is not much amongst the hardworking masses but very much amongst the ruling Elites, that's why it's still high.

It was a policy during GEJ's administration but it wasn't implemented, Buhari came in and was aggressive about the implementation just as the IPPIS that is creating problem for university lecturers.
